NEW DELHI, August 1, 2024—Delhi Pradesh Congress Committee president Shri Devender Yadav said that the repeated claims by the Aam Aadmi Party Government and its Ministers and the AAP-ruled Municipal Corporation of Delhi (MCD) of taking all the preparations to prevent yet another deluge in Delhi after the first two monsoon rains had heavily flooded the roads and colonies, was laid bare yet again when the entire Delhi was water-logged following heavy rains last evening, holding up traffic for several hours in most busy roads of Delhi, including  ITO, Mathura Road, Tilak Bridge, Minto Road etc.  He said that it was a matter of grave concern that the court had taken cognizance of the waterlogging in Delhi because of the inefficiency and inaction of the Government.

Shri Devender Yadav said that last night’s rains also claimed the lives of four people, as a 12-year-old boy got electrocuted after coming in contact with  a live wire in South West Delhi’s Bindapur, a 62-year-old man lost his life in a building collapse in the Sabzi Mandi area, a 23-year-old woman and her 3-year old son drowned in a waterlogged drain at Ghazipur in East Delhi, and the Delhi Government and MCD cannot escape blame for such mishaps.

Shri Devender Yadav said that it was unfortunate and irresponsible on the parts of the Delhi Ministers that they were still indulging in blame games, instead of taking emergency steps to prevent the recurrence of flooding after the first two heavy monsoon spells had created water-logging. leading to the death of four Civil Services aspirants in Old Rajinder Nagar and Patel Nagar, and nearly 19 deaths overall in the past one month, due to drowning and electrocution. He said that it was shocking that even the new Parliament House, constructed at a staggering cost of Rs 1200 crore, the rather posh NDMC areas, underpasses, the Bharat Mandam and underpasses  at Pragati Maidan were affected by waterlogging, exposing the huge corruption that had taken place in the name of desilting of drains.

Shri Devender Yadav said that desilting of drains and sewers had not taken place and was yet again exposed last night when water gushed into underpasses, shops  and homes from flooded roads and  lanes. He said that for several hours,  the whole of Delhi was brought to a grinding halt with traffic gridlock being the order on most busy roads of Delhi. He said that in the past 10 years, the Kejriwal Government had taken no step to replace the aging drainage infrastructure, as the AAP Chief Minister, Ministers and the AAP Mayor were blaming the officials and others while the BJP cannot escape blame either, as the question arises what was the seven BJP MPs from Delhi doing to improve the civic infrastructure from MP funds, despite the BJP being in power at the Centre, and in the MCD till last year.

नई दिल्ली, 1 अगस्त, 2024 – दिल्ली प्रदेश कांग्रेस कमेटी के अध्यक्ष श्री देवेन्द्र यादव ने कहा कि दिल्ली सरकार, दिल्ली नगर निगम, डीडीए, बाढ़ एवं सिंचाई विभाग, दिल्ली जल बोर्ड, पीडब्लूडी आदि भाजपा और आम आदमी पार्टी की एजेंसियों ने मिलकर दिल्ली को जल भराव के दलदल में धकेला है क्योंकि दिल्ली उच्च न्यायालय ने 11 जनवरी 2024 को राजधानी के ड्रेनेज सिस्टम और जल भराव पर अधिकारियों को फटकार लगाकर कहा था कि जल निकासी की स्थिति बहुत ही दयनीय है। स्थिति को सुधारने के लिए अप्रैल या मानसून का इंतजार न करे, काम अभी से शुरु करे, स्थिति बहुत खराब है। लगातार बिगड़ते हालात और लोगों की मौतों के लिए जिम्मेदार मंत्री आतिशी तुरंत प्रभाव से इस्तीफा दें।

श्री देवेन्द्र यादव ने कहा कि दिल्ली सरकार, दिल्ली नगर निगम और दिल्ली विकास प्राधिकरण यह अच्छी तरह समझते है कि 45 वर्ष पुराना दिल्ली का ड्रेनेज सिस्टम वर्तमान जनसंख्या का भार सहने में पूरी तरह असमर्थ है। फिर भी इसमें सुधार करने की जगह हर वर्ष हजारों करोड़ रुपये गाद निकालने के नाम दस्तावेजों में खर्च करके भ्रष्टाचार की भेंट चढ़ जाते है और जल भराव की भयावह स्थिति के लिए सरकारों के निकम्मेपन का हर्जाना हर वर्ष लोग पानी डूबने या पानी में कंरट उतरने के कारण अपनी जान गंवा कर भुग रहे है।

श्री देवेन्द्र यादव ने कहा कि कल रात की बारिश के बाद फिर चार लोगों की जान गई जिनमें जिनमें बिंदापुर में 12 वर्षीय लड़का बिजली का करंट लगने, 62 वर्षीय व्यक्ति की सब्जी मंडी में इमारत गिरने, पूर्वी दिल्ली के गाजीपुर में 23 वर्षीय महिला और उसका 3 साल का बेटा नाले में डूबने से मर गए। अब तक जल भराव और करंट से मरने वाले 19 लोगों की मृत्यु के लिए दिल्ली सरकार और दिल्ली नगर नगर सीधे तौर पर जिम्मेदार है।

श्री देवेन्द्र यादव ने कहा कि सरकार ने कुछ नही किया। भ्रष्टाचार का आलम यह है कि नए संसद भवन की छत से पानी टपक रहा है, जी-20 वाले मडपम भवन, राष्ट्रपति भवन, विजय चौक, आईटीओ, मंडी हाउस, रफी मार्ग, कनॉट प्लेस, मिंटो रोड़, तालकटोरा रोड़, चॉदनी चौक, धौला कुंआ, द्वारका सभी कुछ घंटों की बारिश में डूब गए गए।
श्री देवेन्द्र यादव ने कहा कि कल दिल्ली हाई कोर्ट ने भी यह माना कि रेवड़ी संस्कृति के चलन के साथ शहर के इन्फ्रास्ट्रक्चर और विकास में सुधार नही लाया जा सकता। दिल्ली की आबादी 3.3 करोड़ है। कोर्ट ने फटकार लगाते हुए कहा कि 6-7 लाख लोगों के लिए बनाई योजना के बुनियादी ढ़ांचे को उन्नत किए बिना दिल्ली के सभी लोगों को समायोजित करने की योजना कैसे बना सकते है।

श्री देवेन्द्र यादव ने कहा कि भाजपा और आम आदमी पार्टी की सरकारें हर वर्ष 2846 नालों और नालियों की समय से पहले सफाई करने में नाकाम साबित हुई है और जलभराव के बाद बदहाल दिल्ली को व्यवस्थित करने में हमेशा अपने को असहाय, लाचार प्रदर्शित करती दिखाई देती है। उन्होंने कहा कि दिल्ली को डुबोने के लिए दिल्ली सरकार और दिल्ली नगर निगम सत्तासीन आम आदमी पार्टी को गोल्ड मेडल मिलना चाहिए। उन्होंने कहा कि राजधानी में हर व्यक्ति सालाना टैक्स भरता है उसके बाद दिल्ली को क्या मिला, जलभराव, जल जमाव और लोगों की करंट से मौत। उन्होंने कहा कि हर साल की तरह दिल्ली नगर निगम अपनी जिम्मेदारियों से पल्ला झाड़ राजेन्द्र नगर के इंस्टीट्यूट में डूबने से मरने वाले छात्रों के लिए दूसरों को जिम्मेदार ठहरा रही है। दिल्ली नगर निगम ने मुख्य सचिव को सौंपी गई रिपोर्ट में अपने अलावा सभी को दोषी साबित किया है, जबकि दिल्ली उच्च न्यायालय ने इन सबके लिए दिल्ली नगर निगम को तलब किया है।
