NEW DELHI,  March 24, 2026–: In a sharp and detailed reaction to the Delhi Budget 2026-27, Delhi Pradesh Congress Committee (DPCC) president Shri Devender Yadav described it as a “triple bluff in two budgets of a triple engine government.” “This budget is a betrayal of the past, the present and the future of Delhi”, he said. Taking a jibe, he said that  Chief Minister Rekha Gupta has given a “big jolt by talking at length, but delivering little.”

Shri Devender Yadav  said that the Delhi budget is not just a document of statistics, but is an important basis for deciding the future direction of the Capital. But unfortunately, the Aam Aadmi Party has handed over an almost Opposition-less House to the BJP, to make even a feeble protest at BJP’s authoritarianism. As a result,  people are feeling cheated – neither the responsibility is being performed while in power, nor is it being performed in the Opposition. He said  that  Congress had fulfilled its responsibility while in power and will now  perform as a strong opposition party to question BJP’s anti-people policies.

Shri Devender  Yadav said  that a budget estimate of Rs 1,03,700 crore has been presented for the financial year 2026-27, of which Rs 16,700 crore is planned to be raised through borrowings. There is also a provision for additional borrowing of Rs 2,500 crore under the SASCI scheme, up from Rs 921 crore last year. He recalled that even in the ₹1 lakh crore budget for 2025-26, ₹15,000 crore was planned to be raised from borrowings, but more than 43% of the allocated budget – which was to be spent on various projects and programmes – was not spent, which only exposed the governance incompetence of the Rekha Gupta Government. He said that the target of revenue collection last year was Rs 97035.38 crore, but the revised estimate of 2025-26 shows that the government could not collect  Rs 18,459 crore, due to which all the schemes were limited to announcements only, without being executed. He said that the revised estimates show that the fiscal deficit of the Delhi government has crossed over 22%! Therefore, such a budget is a violation of the FRBM Act.

Shri Devender Yadav said that despite financial crunch, the Rekha Gupta government spent more than Rs 100 crore on its publicity last year while this year the target has been set to spend Rs 130 crore on publicity.He said that the revenue from Centrally Sponsored Schemes is estimated to be ₹3, 931.16 crore this year, which is significantly lower than the previous year’s estimate of ₹4, 127.82 crore. This further strengthens the Congress’ allegations of discrimination against Delhi by the BJP Government at the Centre. He also described the likely assistance of ₹1,500 crore under the National Mission for Clean Ganga as an “old announcement” on which no tangible progress was made even last year.

Shri Devender Yadav said that an additional revenue of ₹3,200 crore has been targeted to be collected through GST / VAT this year, as against the historic increase of ₹8,136 crore in the same head last year, which was questioned by the Congress. Total tax revenue is also targeted to increase by ₹5,300 crore. He alleged that due to lack of adequate support from the Centre, the tax burden on the people of Delhi has been increased and budget announcements are being made by taking loans, most of which cannot be completed by the end of the year. He also said that the amount of normal central grant, which was ₹7, 968.01 crore last year, has come down to about ₹3,931 crore this year. At the same time, the target of revenue collection from stamps and registration has also been increased by Rs 2,000 crore.

Referring to the report of the Public Accounts Committee (PAC) on the excise policy, Shri Devender Yadav said that the report has stated a loss of more than Rs 2,000 crore due to the decisions of Manish Sisodia in the implementation of the corrupt liquor policy. But the report seems to be more an attempt to hide the truth than to expose it, only to be buried under the voluminous budget documents.

Shri Devender Yadav said that budget cuts have been made in almost every important sector – education, health, transport, social security, roads and bridges, water supply and sanitation, energy and interest payments. In such a situation, the claim of 21% ‘Green Budget’ seems to be a mere jumla, as the actual allocation has been reduced in most of the items.  He said that the  Delhi government should make clear and detailed statements of this so-called 21% green budget before the public so that the public can get information with transparency and accountability can also be fixed on it in the future.

Shri Devender Yadav said that there has been no increase in the budget allocation for Delhi Jal Board, which shows that Delhi is once again being pushed towards tanker dependency.  He said that there was no concrete plan from the government to free the Delhi Jal Board from the huge debt it has been burdened with. There are serious questions about the financial health of the Delhi Jal Board, as it has an outstanding debt of over ₹75,000 crore. In the year 2025-26, the amount of loan given to the Delhi Jal Board increased from the budget estimate of Rs 3,608 crore to Rs 5,397 crore in the revised estimate, which is an indication of financial mismanagement. In this year’s budget, the Delhi Jal Board will raise Rs 6,100 crore through borrowing  for its own expenses.

Shri Devender Yadav  said that in the last year of Congress’ Sheila Dikshit government, capital expenditure was 34.3 per cent of the total budget, while in the 2026-27 budget, it is estimated to be reduced to just 29.7 per cent. This shows that the pace of development has slowed down. The announcements made last year were also not fully implemented, which raises questions on both the intention and efficiency of the government. He said that the capital deficit of the Delhi Government has reached Rs 25869.44 crore in the revised estimates from Rs 12625.93 crore in the budget of 2025-26 This makes it clear that the schemes are only on paper as the government does not have the funds for it! This year also, this deficit has been shown to be Rs. 10731.79 crore.

Shri Devender Yadav  also said that apart from this, no bail-out package was announced in the budget for the MCD, which is reeling under a huge debt of ₹15,592 crore, which is a matter of concern for the capital’s basic services and urban infrastructure.

Cheating in the name of green budget:The Kejriwal government had also presented a green budget in the year 2018, the result of which is that today Delhi has become the most polluted capital of the world! The level of pollution in Delhi is more than that of Tehran.

Black deeds in the name of green budget: Last year, only 15 per cent of the ₹437 crore allocated to the Environment Department was spent and and less than ₹50 crore of the ₹300 crore earmarked for pollution control was used. Schemes like DPCC, anti-smog machines and real-time monitoring cost nothing, while the public was misled through failed experiments like artificial rain.

A provision of ₹422 crore has been made for the projects and programmes of the Department of Environment and Forests for the financial year 2026-27, as against ₹563 crore allocated for the same in the previous year’s budget – meaning there is a sharp cut in the budget allocation on this head this year.

Last year, the government had promised to add 5,000 new electric buses to the existing fleet of 2,152 electric buses. Clearly, the plans were limited to announcements. During the same period, the DTC’s bus fleet saw a massive decline. While the total number of buses in March 2025 was 3,819, it came down to 2,674 by March 20, 2026 – a reduction of 1,145 buses. Of these, 59 buses are not plying on the roads. The distance travelled by buses per day has come down from 6.26 lakh km to 5.01 lakh km and the daily ridership has also come down from 25.58 lakh to 24.29 lakh – a clear indication of the weakening of the public transport system. While increasing vehicular pollution is Delhi’s biggest challenge, on the other hand, public transport is being weakened instead of being strengthened.

There is no change in last year’s and this year’s allocation for providing more financial assistance to RWAs, NGOs and various societies under the ‘Delhi Parks and Gardens Society’ scheme and to make Delhi’s parks and gardens more green and developed. Through Delhi Parks and Gardens Society (DPGS), greenery of 1,564 parks spread over an area of 452.944 acres is maintained with the participation of 341 RWAs / NGOs.

Big announcements were made about ‘shifting of HT / LT transmission lines’ and creating ‘Energy Smart City’, but the reality is that there has been no increase in the budget in this regard compared to last year. Surprisingly, not even 15% of the allocated budget was spent last year.

A provision of ₹50 crore was made in the budget of 2025-26 under the PM Surya Ghar: Free Electricity Scheme, with a target of installing solar panels on the rooftops of 2.3 lakh houses in three years. But only about ₹9 crore was spent in a year for this scheme.

Reality of last year’s announcements: Incomplete schemes, recycled  promises as most of the announcements of last year were not implemented and have been repeated again this year.

Mukhyamantri Matru Vandana Yojana (MMMVY) was announced to be launched with a provision of ₹30 crore on the lines of Pradhan Mantri Matru Vandana Yojana (PMMVY). Under this scheme, an assistance amount of up to ₹21,000 and 6 nutrition kits were promised to the beneficiaries, but the reality is that not a single rupee has been spent in this regard. Not keeping the previous promise of making special schemes for pregnant women and newborns makes it clear that leave alone women, the Rekha Gupta government cheated even the newborn.

A provision of ₹227 crore has been made for SC, ST and OBC welfare schemes in the Delhi Budget for 2026-27. While Rs 196.27 crore was allocated in FY 2025-26, only Rs 50 crore could be spent till February 2026.

Under the Chief Minister’s Digital Education Scheme, free laptops to meritorious students of Class 12 were announced last year, but not a single rupee was spent on it. This year again a new announcement was made to give laptops to the students of class 10.
● Last year’s budget earmarked for “Mukhyamantri Khelo Delhi Yojana” and Dr. A.P .J. Abdul Kalam Language Lab was also not spent. There was a provision of ₹100 crore for ITI upgradation under skill development, but not a single rupee was spent and no job fairs were held. But this year it was mentioned again in the budget  speech by the CM!
No funds have been released to Delhi Traders Welfare Board and Street Vendor Board. But this year all the boards were announced again.

• Schemes like Mukhyamantri Shree Yojana, smart classrooms, furniture and laptops in government schools were limited to paper, no expenditure was incurred on them.
  ● Announcements like Delhi Investor Summit, Startup Policy and Startup Festival also remained only announcements, not a single rupee was spent on them.
  ● Announcements like free health facilities for journalists were also not implemented.
  ● Treatment up to Rs 5 lakh was promised to all the citizens of Delhi in the first cabinet meeting, but today’s budget speech makes it clear that this scheme will not be implemented even in this financial year
• ₹4.85 crore was announced for PM Kisan Samman Nidhi, but no amount reached the beneficiaries.
  ● The announcement of Mahila Samriddhi Yojana was repeated this year as well as last year, but so far no committee has been formed and no amount has been spent.
• There was no concrete plan to give a gas cylinder for ₹500 last year, nor this year.
• Delhi Ladli Yojana was renamed as Lakhpati Didi Yojana, but there was only a marginal increase in the budget – from ₹110 crore to ₹128 crore.
• Announcements were made to form various welfare boards, but not a single rupee was spent on the Traders and Street Vendor Board announced last year.
• Less than half of the budget allocated in the year 2025-26 for the development of unauthorized colonies was used.
• A provision of ₹5,100 crore was made to give ₹2,500 per woman per month under the Mahila Samriddhi Yojana, but no committee was formed and the amount was not spent.

The central government schemes – Ayushman Bharat, PM Awas Yojana, PM-USHA, PMKVY and PM Kisan – either did not get support or the funds received were not utilised.
Under the Indira Gandhi National Old Age Pension Scheme for senior citizens, ₹92 crore was to be received, but not a single rupee was received. Funds announced for urban transport, central road fund and expressway projects also could not be availed of.

नई दिल्ली, 24 मार्च 2026-  दिल्ली प्रदेश कांग्रेस कमेटी के अध्यक्ष श्री देवेन्द्र यादव ने वर्ष 2026-27 के दिल्ली बजट पर तीखी और विस्तृत प्रतिक्रिया देते हुए इसे “ट्रिपल इंजन सरकार के दो बजट में ट्रिपल धोखा” करार दिया। उन्होंने कहा कि यह बजट भूत, वर्तमान और भविष्य – तीनों के साथ विश्वासघात है। उन्होंने तंज कसते हुए कहा कि मुख्यमंत्री रेखा गुप्ता ने “लंबी-लंबी बातों के जरिए धीरे से बड़ा झटका” दिया है।

श्री देवेन्द्र यादव ने कहा कि दिल्ली का बजट केवल आंकड़ों का दस्तावेज नहीं, बल्कि राजधानी के भविष्य की दिशा तय करने वाला महत्वपूर्ण आधार होता है। लेकिन दुर्भाग्यवश, आम आदमी पार्टी ने भाजपा को लगभग विपक्ष-विहीन सदन सौंप दिया है। नतीजतन, जनता खुद को ठगा हुआ महसूस कर रही है। आम आदमी पार्टी ने न सत्ता में रहते हुए जिम्मेदारी निभाई गई, न ही विपक्ष में निभा रही है। उन्होंने आश्वासन दिया कि कांग्रेस ने सत्ता में रहते हुए अपना दायित्व निभाया है और अब एक मजबूत विपक्ष के रूप में भी महत्वपूर्ण भूमिका निभाएगी।

श्री देवेन्द्र यादव ने बताया कि वित्तीय वर्ष 2026-27 के लिए 1,03,700 करोड़ रुपये का बजट अनुमान पेश किया गया है, जिसमें 16,700 करोड़ रुपये कर्ज के माध्यम से जुटाने की योजना है। इसके अलावा एसएएससीआई योजना के तहत 2,500 करोड़ रुपये का अतिरिक्त ऋण लेने का भी प्रावधान है, पिछले वर्ष यह राशि 921 करोड़ था। उन्होंने याद दिलाया कि वर्ष 2025-26 के 1 लाख करोड़ रुपये के बजट में भी 15,000 करोड़ रुपये कर्ज से जुटाने की योजना थी, लेकिन 43 प्रतिशत से अधिक आवंटित बजट, जो विभिन्न परियोजनाओं और कार्यक्रमों पर खर्च होना था, वह खर्च ही नहीं किया गया। उन्होंने कहा कि पिछले वर्ष राजस्व प्राप्ति का लक्ष्य 97035.38 करोड़ था लेकिन 2025-26 के संसोधित अनुमान से स्पष्ट होता है कि सरकार 18,459 करोड़ रुपये सरकार जुटा ही नहीं सकी, जिसकी वजह से तमाम योजनायें केवल घोषणा तक ही सिमित रहा।  उन्होंने कहा कि संसोधित अनुमान के आंकडें बताते है कि दिल्ली सरकार का फिसकल डेफिसिट 22 प्रतिशत से अधिक पहुँच गया है! अतः ऐसे बजट एफआरबीएम एक्ट का उलंग्न है।

श्री देवेन्द्र यादव ने कहा कि रेखा गुप्ता सरकार ने दिल्ली के इस हालात के बावजूद पिछले वर्ष जहाँ 100 करोड़ से अधिक अपने प्रचार पर खर्च किया वहीं इस वर्ष 130 करोड़ रुपया प्रचार पर खर्च करने का लक्ष्य रखा गया है।

श्री देवेन्द्र यादव ने कहा कि केंद्र प्रायोजित योजनाओं से इस वर्ष 3,931.16 करोड़ रुपये राजस्व मिलने का अनुमान लगाया गया है, जो पिछले वर्ष के 4,127.82 करोड़ के अनुमान से काफी कम है। यह केंद्र सरकार द्वारा दिल्ली के साथ भेदभाव के कांग्रेस के आरोपों को और मजबूत करता है। स्वच्छ गंगा राष्ट्रीय मिशन के तहत 1,500 करोड़ रुपये की संभावित सहायता को भी उन्होंने “पुरानी घोषणा” बताया, जिसमें पिछले वर्ष भी कोई ठोस प्रगति नहीं हुई।  उन्होंने आगे कहा कि इस वर्ष जीएसटी और वेट के माध्यम से 3,200 करोड़ रुपये अतिरिक्त राजस्व जुटाने का लक्ष्य रखा गया है, जबकि पिछले वर्ष इसी मद में 8,136 करोड़ की ऐतिहासिक बढ़ोतरी की गई थी, जिस पर कांग्रेस ने सवाल उठाए थे। कुल कर राजस्व में भी 5,300 करोड़ रुपये की वृद्धि का लक्ष्य तय किया गया है। उन्होंने आरोप लगाया कि केंद्र से पर्याप्त सहयोग न मिलने के कारण दिल्ली की जनता पर करों का बोझ बढ़ाया जा रहा है और कर्ज लेकर बजट घोषणाएं की जा रही हैं, जिनमें से अधिकांश परियोजनाएं साल के अंत तक पूरी नहीं हो पातीं।

श्री देवेन्द्र यादव ने यह भी कहा कि सामान्य केंद्रीय अनुदान की राशि, जो पिछले वर्ष 7,968.01 करोड़ रुपये थी, घटकर इस वर्ष लगभग 3,931 करोड़ रह गई है। वहीं, स्टांप और रजिस्ट्रेशन से राजस्व संग्रह का लक्ष्य भी 2,000 करोड़ रुपये बढ़ाया गया है। आबकारी नीति पर लोक लेखा समिति (पीएसी) की रिपोर्ट का जिक्र करते हुए उन्होंने कहा कि रिपोर्ट में मनीष सिसोदिया के निर्णयों से 2,000 करोड़ रुपये से अधिक के नुकसान की बात कही गई है। लेकिन यह रिपोर्ट सच्चाई उजागर करने से ज्यादा उसे छिपाने का प्रयास प्रतीत होती है, तभी इसे बजट के भारी-भरकम दस्तावेजों के बीच दबा दिया गया।

श्री देवन्द्र ने कहा कि शिक्षा, स्वास्थ्य, परिवहन, सामाजिक सुरक्षा, सड़क एवं पुल, जल आपूर्ति एवं स्वच्छता, ऊर्जा तथा ब्याज भुगतान जैसे लगभग हर महत्वपूर्ण क्षेत्र के बजट में कटौती की गई है। ऐसे में 21 प्रतिशत ‘ग्रीन बजट’ का दावा महज़ एक जुमला प्रतीत होता है, क्योंकि अधिकांश मदों में वास्तविक आवंटन घटाया गया है। दिल्ली सरकार को चाहिए कि इस कथित 21 प्रतिशत ग्रीन बजट का स्पष्ट और विस्तृत विवरण सार्वजनिक करे, ताकि जनता को पारदर्शिता के साथ जानकारी मिल सके और भविष्य में इस पर जवाबदेही भी तय की जा सके।

श्री देवेन्द्र यादव ने कहा कि दिल्ली जल बोर्ड के बजट में कोई बढ़ोतरी नहीं की गई है, जिससे साफ है कि दिल्ली एक बार फिर टैंकर निर्भरता की ओर धकेली जा रही है। जल बोर्ड को कर्जमुक्त करने के लिए सरकार की ओर से कोई ठोस योजना सामने नहीं आई है। दिल्ली जल बोर्ड की वित्तीय स्थिति पर गंभीर सवाल खड़े होते हैं। जल बोर्ड पर 75,000 करोड़ रुपये से अधिक का बकाया ऋण है। वर्ष 2025-26 में जल बोर्ड को दिए गए ऋण की राशि बजट अनुमान 3,608 करोड़ रुपये से बढ़कर संशोधित अनुमान में 5,397 करोड़ रुपये तक पहुंच गई, जो वित्तीय कुप्रबंधन का संकेत है। इस वर्ष के बजट में दिल्ली जल बोर्ड अपने खर्च के लिए 6100 करोड़ रूपये कर्ज से जुटाएगी।

श्री देवेन्द्र यादव ने कहा कि शीला दीक्षित सरकार के अंतिम वर्ष में कुल बजट का 34.3 प्रतिशत पूंजीगत (कैपिटल) खर्च होता था, जबकि वर्ष 2026-27 के बजट में इसे घटाकर मात्र 29.7 प्रतिशत करने का अनुमान है। इससे स्पष्ट है कि विकास कार्यों की रफ्तार धीमी पड़ रही है। पिछले वर्ष की गई घोषणाओं का भी पूरा क्रियान्वयन नहीं हुआ, जिससे सरकार की नियत और कार्यक्षमता दोनों पर सवाल खड़े होते हैं। उन्होंने कहा कि दिल्ली सरकार का कैपिटल घाटा वर्ष 2025-26 के बजट में जो 12625.93 करोड़ था संसोधित अनुमान में वह 25869.44 करोड़ रुपये पहुँच गया है। यह स्पष्ट करता है कि योजनायें केवल कागजों तक है क्योंकि इसके लिए सरकार के पास धन ही नहीं है। इस वर्ष भी यह घाटा 10731.79 करोड़ रुपये का दिखाया गया है। उन्होंने यह भी कहा कि इसके अलावा, 15,592 करोड़ रुपये के भारी कर्ज में डूबी एमसीडी के लिए बजट में किसी भी प्रकार के बेल-आउट पैकेज की घोषणा नहीं की गई, जो राजधानी की बुनियादी सेवाओं और नगरीय ढांचे के लिए चिंता का विषय है।

ग्रीन बजट के नाम पर धोखा – केजरीवाल सरकार ने भी वर्ष 2018 में ग्रीन बजट पेश किया था, परिणाम यह रहा कि आज दिल्ली दुनिया की सबसे प्रदूषित राजधानी बन गई है। दिल्ली में प्रदुषण का स्तर तेहरान से भी अधिक है।
श्री देवेन्द्र यादव ने कहा कि रेखा गुप्ता सरकार ने ग्रीन बजट के नाम पर काली करतूत की है।  पिछले वर्ष आवंटित पर्यावरण विभाग को आवंटित 437 करोड़ रुपये में से केवल 15 प्रतिशत खर्च हुआ और पिछले वर्ष  प्रदूषण नियंत्रण के लिए निर्धारित 300  करोड़ रुपये में से 50 करोड़ रुपये से भी कम राशि उपयोग की गई। इस वर्ष भी इस बजट में कोई बढ़ोतरी दर्ज नहीं हुई। डीपीसीसी, एंटी-स्मॉग मशीन और रियल टाइम मॉनिटरिंग जैसी योजनाओं पर कोई खर्च नहीं हुआ, जबकि कृत्रिम वर्षा जैसे असफल प्रयोगों के माध्यम से जनता को भ्रमित किया गया।
उन्होंने कहा कि वित्तीय वर्ष 2026-27 के लिए पर्यावरण एवं वन विभाग की परियोजनाओं और कार्यक्रमों हेतु 422 करोड़ रुपये का प्रावधान किया है, जबकि पिछले वर्ष के बजट में इसके लिए 563 करोड़ आवंटित किए गए थे। अर्थात इस वर्ष बजट में स्पष्ट रूप से 141 करोड़ की कटौती की गई है।

श्री देवेन्द्र यादव ने कहा कि पिछले वर्ष भाजपा सरकार ने 2,152 इलेक्ट्रिक बसों के वर्तमान  बेड़े में 5,000 नई इलेक्ट्रिक बसें जोड़ने का वादा किया था, अगर यह वादा पूरा होता तो आज दिल्ली की सड़कों पर कुल 7152 इलेक्ट्रिक बसें होती, लेकिन  साल के अंत तक कुल संख्या केवल 4,300 तक ही पहुंच सकी। स्पष्ट है कि योजनाएं घोषणाओं तक ही सीमित रहीं। जबकि इसी दौरान इसी दौरान डीटीसी के बेड़े में बसों की भारी गिरावट आई। मार्च 2025 में जहां कुल बसें 3,819 थीं, वे 20 मार्च 2026 तक घटकर 2,674 रह गईं। यानी 1,145 बसों की कमी। इनमें से 59 बसें सड़कों पर नहीं चल रहीं।  प्रतिदिन बसों द्वारा तय दूरी 6.26 लाख किमी से घटकर 5.01 लाख किमी रह गई और दैनिक यात्री संख्या भी 25.58 लाख से घटकर 24.29 लाख हो गई, जो सार्वजनिक परिवहन व्यवस्था के कमजोर होने का साफ संकेत है। एक ओर जहां वाहनों से बढ़ता प्रदूषण दिल्ली की सबसे बड़ी चुनौती है, वहीं दूसरी ओर सार्वजनिक परिवहन को मजबूत करने के बजाय उसे कमजोर किया जा रहा है।

श्री देवेन्द्र यादव ने कहा कि दिल्ली पार्क्स एंड गार्डन सोसाइटी” योजना के तहत आरडब्ल्यूए, एनजीओ और विभिन्न सोसाइटीज़ को अधिक वित्तीय सहायता प्रदान करने तथा दिल्ली के पार्कों और उद्यानों को अधिक हरित और विकसित बनाने के लिए पिछले वर्ष तथा इस वर्ष के आवंटन में कोई बदलाव नहीं है। दिल्ली पार्क्स एंड गार्डन सोसाइटी के माध्यम से 341 आरडब्ल्यूए/एनजीओ की भागीदारी से 452.944 एकड़ क्षेत्र में फैले 1,564 पार्कों की हरियाली का रखरखाव किया जाता है।

श्री देवेन्द्र यादव ने कहा कि एचटी और एलटी ट्रांसमिशन लाइनों के शिफ्टिंग’ और ‘एनर्जी स्मार्ट सिटी’ बनाने को लेकर बड़ी-बड़ी घोषणाएं की गईं, लेकिन वास्तविकता यह है कि पिछले वर्ष की तुलना में इस मद में बजट में कोई बढ़ोतरी नहीं की गई। सबसे हैरानी की बात यह है कि पिछले वर्ष आवंटित बजट का 15 प्रतिशत भी खर्च नहीं हो पाया। वर्ष 2025-26 के बजट में पीएम सूर्या घर जीरो फ्री बिजली स्कीम के तहत 50 करोड़ रुपये का प्रावधान किया गया था, जिससे तीन वर्षों में 2.3 लाख घरों की छतों पर सोलर पैनल लगाने का लक्ष्य था। लेकिन एक वर्ष में केवल लगभग 9 करोड़ ही खर्च किए गए। स्मार्ट सिटी बनाने की घोषणा दस्तावेजों तक सीमित रही।

पिछले वर्ष की घोषणाओं की हकीकतः अधूरी योजनाएं, दोहराए गए वादे

पिछले वर्ष की अधिकांश घोषणाओं का क्रियान्वयन नहीं हुआ और इस वर्ष उन्हें फिर से दोहराया गया है।

श्री देवेन्द्र यादव ने बताया कि मुख्यमंत्री मातृ वंदना योजना को प्रधानमंत्री मातृ वंदना योजना की तर्ज पर 30 करोड़ रुपये के प्रावधान के साथ शुरू करने की घोषणा की गई। इस योजना के तहत लाभार्थियों को 21,000 रुपये तक की सहायता राशि और 6 पोषण किट देने का वादा किया गया था, लेकिन वास्तविकता यह है कि इस मद में एक भी रुपया खर्च नहीं किया गया। गर्भवती महिलाओं और नवजात शिशुओं के लिए विशेष योजनाएं बनाने के पिछले वादे को नहीं निभाना यह स्पष्ट करता है कि महिलाओं को तो छोड़ें रेखा गुप्ता सरकार ने नवजात के साथ भी धोखा किया।

श्री देवेन्द्र यादव ने बताया कि वर्ष 2026-27 के दिल्ली बजट में एससी, एसटी और ओबीसी कल्याण योजनाओं के लिए 227 करोड़ रुपये का प्रावधान किया गया है। जबकि वित्त वर्ष 2025-26 में 196.27 करोड़ रुपये आवंटित होने के बावजूद फरवरी 2026 तक मात्र 50 करोड़ रुपये ही खर्च किए जा सके।

मुख्यमंत्री डिजिटल एजुकेशन योजना के तहत कक्षा 12 के मेधावी छात्रों को मुफ्त लैपटॉप देने की घोषणा पिछले वर्ष की गई थी, लेकिन इस पर एक रुपया भी खर्च नहीं हुआ। इस वर्ष फिर से कक्षा 10 के छात्रों को लैपटॉप देने की नई घोषणा कर दी गई। “मुख्यमंत्री खेलो दिल्ली योजना” और डॉ. ए.पी.जे. अब्दुल कलाम लैंग्वेज लैब के लिए निर्धारित पिछले वर्ष के  बजट भी खर्च नहीं किया गया। कौशल विकास के तहत आईटीआई उन्नयन के लिए 100 करोड़ रुपये का प्रावधान था, लेकिन एक रुपया भी खर्च नहीं हुआ और न ही जॉब फेयर आयोजित किए गए। लेकिन इस वर्ष दुबारा से भाषण में इसका जिक्र हुआ!

श्री देवेन्द्र यादव ने बताया कि दिल्ली ट्रेडर्स वेलफेयर बोर्ड और स्ट्रीट वेंडर बोर्ड को कोई धनराशि जारी नहीं की गई। लेकिन इस वर्ष फिर से तमाम बोर्ड की घोषणा की गई। सरकारी स्कूलों में मुख्यमंत्री श्री योजना, स्मार्ट क्लासरूम, फर्नीचर और लैपटॉप जैसी योजनाएं कागजों तक सीमित रहीं, इन पर कोई खर्च नहीं हुआ। दिल्ली इन्वेस्टर समिट, स्टार्टअप नीति और स्टार्टअप फेस्टिवल जैसी घोषणाएं भी केवल घोषणा बनकर रह गईं, इन पर एक रुपया भी खर्च नहीं किया गया।

श्री देवेन्द्र यादव ने बताया कि पत्रकारों के लिए मुफ्त स्वास्थ्य सुविधा जैसी घोषणाएं भी अमल में नहीं लाई गईं। 5 लाख रूपये तक का इलाज दिल्ली के सभी नागरिकों से पहली कैबिनेट में पास करने का वादा किया गया था लेकिन आज के बजट भाषण से स्पष्ट होता है कि इस वित्त वर्ष में भी इस योजना को लागू नहीं की जायेगी। पीएम किसान सम्मान निधि के लिए 4.85 करोड़ रुपये की घोषणा की गई, लेकिन लाभार्थियों तक कोई राशि नहीं पहुंची।

श्री देवेन्द्र यादव ने बताया कि महिला समृद्धि योजना की घोषणा पिछले वर्ष की तरह इस वर्ष भी दोहराई गई। महिला समृद्धि योजना के तहत 2,500 रुपये प्रति महिला देने के लिए 5,100 करोड़ का प्रावधान किया गया, लेकिन अब तक न कोई समिति बनी और न ही कोई राशि खर्च हुई।  500 रुपये में गैस सिलेंडर देने को लेकर न पिछले वर्ष कोई ठोस योजना बनी, न इस वर्ष।  दिल्ली लाडली योजना का नाम बदलकर लखपति दीदी योजना किया गया, लेकिन बजट में केवल मामूली वृद्धि हुई। 110 करोड़ से बढ़ाकर 128 करोड़ रुपये किया गया।  विभिन्न वेलफेयर बोर्ड बनाने की घोषणाएं की गईं, लेकिन पिछले वर्ष घोषित ट्रेडर्स और स्ट्रीट वेंडर बोर्ड पर एक रुपया भी खर्च नहीं किया गया। वरिष्ठ नागरिकों के लिए इंदिरा गांधी राष्ट्रीय वृद्धावस्था पेंशन योजना के तहत 92 करोड़ रुपये मिलने थे, लेकिन एक भी रुपया प्राप्त नहीं हुआ।

श्री देवेन्द्र यादव ने कहा कि अनधिकृत कॉलोनियों के विकास के लिए वर्ष 2025-26 में आवंटित बजट का आधे से भी कम उपयोग किया गया। केंद्र की योजनाओं में भी समन्वय की कमी रही। आयुष्मान भारत, पीएम आवास योजना, पीएम-उषा, पीएमकेवीवाई और पीएम किसान आदि में या तो सहयोग नहीं मिला या प्राप्त धन का उपयोग नहीं किया गया। शहरी परिवहन, केंद्रीय सड़क निधि और एक्सप्रेसवे परियोजनाओं के लिए घोषित धनराशि भी प्राप्त नहीं हो सकी।
