नई दिल्ली, 27 सितंबर – हरियाणा विधानसभा चुनाव-2024 के लिए मतदान कार्यान्वयन योजना पर समीक्षा बैठक के लिए आज यहां भारत निर्वाचन आयोग की तीन सदस्यीय समिति ने हरियाणा का दौरा किया। समिति के सदस्यों में भारत निर्वाचन आयोग के सचिव श्री संतोष कुमार के साथ अवर सचिव श्री लवकुश यादव व वरिष्ठ सलाहकार श्रीमती आराधना शर्मा शामिल थी। बैठक में राज्य भर से जिला स्वीप नोडल अधिकारियों ने भाग लिया।

भारत निर्वाचन आयोग के सचिव श्री संतोष कुमार ने हरियाणा विधानसभा चुनाव में अधिक से अधिक मतदान सुनिश्चित करने पर बल दिया। इसके लिए उन्होंने सभी स्वीप नोडल अधिकारयों का उनके जिले के सार्वजनिक स्थानों और स्कूलों में स्वीप गतिविधियों को बढ़ाने का आह्वान भी किया ताकि लोगों को अपने मताधिकार का उपयोग करने के महत्व के बारे में शिक्षित किया जा सके। उन्होंने अधिकारियों से बहुआयामी रणनीति अपनाने और लक्षित दर्शकों को प्रभावी ढंग से जोड़ने के लिए विभिन्न मोबिलाइजेशन कार्यक्रम आयोजित करने का भी आह्वान किया। उन्होंने प्रिंट, डिजिटल, इलेक्ट्रॉनिक, लोक और इंटर-पर्सनल प्लेटफॉर्म जैसी प्रौद्योगिकी और मीडिया का लाभ उठाने के महत्व पर भी बल दिया ताकि यह सुनिश्चित किया जा सके कि कोई भी मतदाता पीछे न छूटे।

उन्होंने विशेष मतदान केंद्रों जैसे पिंक, दिव्यांग, ग्रीन के संबंध में लोगों में जागरूकता बढ़ाने पर बल दिया और इस संबंध में इन मतदान केंद्रों पर उपलब्ध कराई जा रही सुविधाओं के बारे में व्यापक प्रचार करने का भी निर्देश दिया। उन्होंने 85 वर्ष से अधिक आयु के नागरिकों और दिव्यांग मतदाताओं (दिव्यांग) के लिए भारत निर्वाचन आयोग की घर पर मतदान सुविधा के संचालन पर भी बल दिया, ताकि नागरिकों को अधिक न्यायसंगत और प्रतिनिधि लोकतंत्र की सुविधा के लिए निर्णायक कदम के बारे में स्पष्ट संदेश दिया जा सके।

बैठक के दौरान, ईसीआई टीम ने हाल ही में संपन्न लोकसभा चुनावों के दौरान कम मतदान के संभावित कारणों की जिलेवार विस्तृत समीक्षा की। उन्होंने इसमें सुधार करने के लिए नोडल अधिकारियों द्वारा अपनाई गई रणनीतियों के बारे में भी बात की। स्वीप गतिविधियों के नोडल अधिकारियों ने मतदान बढ़ाने के लिए किए गए विभिन्न प्रयासों को रेखांकित किया, जिसमें नुक्कड़ नाटक, आईईसी गतिविधियां, ग्राम सचिवालयों और चौपालों में बैठकें, अस्पतालों में स्वीप बैनर प्रदर्शित करना, रिक्शा और टैक्सियों के माध्यम से जागरूकता रैलियां, पहली बार मतदाताओं के लिए जागरूकता रैलियां, खेल आइकन की भागीदारी, रेडियो संदेश, व्यापक मतदाता आउटरीच के लिए सोशल मीडिया प्लेटफार्मों का लाभ उठाना और कम मतदान वाले क्षेत्रों पर विशेष ध्यान देने के साथ जिलेवार स्वीप योजनाएं शामिल हैं। मतदाता भागीदारी को बढ़ावा देने के लिए विशेष प्रतियोगिताओं और स्वयं सहायता समूहों की भागीदारी जैसी अतिरिक्त गतिविधियों पर भी प्रकाश डाला गया।

टीम ने नोडल अधिकारियों से मतदान केंद्रों पर उपलब्ध सुविधाओं जैसे कि बैठने की जगह, पानी और अन्य बुनियादी सुविधाओं का जनता तक प्रचार करने का आग्रह किया। उन्होंने मतदान की सूचना के प्रसार को और अधिक प्रभावी बनाने के लिए सभी स्वीप बैनर, पोस्टर और प्रचार सामग्री पर क्यूआर कोड शामिल करने के निर्देश दिए है। टीम ने फतेहाबाद जिले द्वारा थीम आधारित मतदान केंद्र बनाने के विचार की सराहना की और अन्य जिलों से भी इसी पैटर्न का पालन करने का आह्वान किया। भारत निर्वाचन आयोग नागरिकों को सक्रिय रूप से शामिल करके और मतदाता भागीदारी में बाधाओं को दूर करके लोकतंत्र को बढ़ावा देने के लिए प्रतिबद्ध है।

अतिरिक्त मुख्य निर्वाचन अधिकारी श्री प्रशांत पंवार ने भी भारत निर्वाचन आयोग के अधिकारियों के प्रति आभार व्यक्त किया, जिन्होंने राज्य के जिलों में स्वीप टीमों के प्रयासों की सराहना की। उन्होंने कहा कि विधानसभा चुनाव करीब पहुंचने के साथ ही, विशेष रूप से स्वीप गतिविधियों के संबंध में, जिला अधिकारियों को अपने क्षेत्राधिकार में प्रत्येक मतदाता से जुड़ने के निर्देश दिए गए हैं, ताकि मतदान प्रतिशत को अधिकतम किया जा सके।

ECI holds review meeting on turnout implementation plan for Haryana Legislative Assembly Elections*

*New Delhi, September 27* – A 3 member committee from Election Commission of India visited Haryana for a review meeting on turnout implementation plan for Haryana Legislative Assembly Elections 2024 here today. Committee members included Secretary, ECI, Sh. Santosh Kumar, Under Secretary, ECI, Sh. Love Kush Yadav, Senior Consultant, ECI, Aradhana Sharma. Meeting was attended by District SVEEP nodal officers from across the state.

The Secretary, ECI, Sh. Santosh Kumar stressed on ensuring high voter turnout in the upcoming Haryana Legislative Assembly Elections. He called the District SVEEP Nodal officers for ramping up SVEEP activities in public places and at schools of the district to educate public about the significance and essence of casting their franchise. He called upon officers to adopt a multipronged strategy, organizing various mobilization events to engage the target audience effectively. He also stressed upon the importance of leveraging technology and media like print, digital, electronic, folk, and inter-personal platform to ensure that no voter is left behind.

He emphasized on enhancing awareness among the masses with respect to special polling stations viz. Pink, PwD, and Green, and directed the concerned to give wide publicity regarding facilities being provided at these polling stations. He also stressed upon conduct of Election Commission of India’s path-breaking home voting facility for citizens who are 85+ and Person with Disabilities (PwD) to send clear message to citizens about the decisive step taken towards facilitating a more equitable and representative democracy, where every citizen’s voice matters, regardless of physical limitations or age.

During the meeting, the ECI team conducted a district-wise detailed review of the possible reasons for low voter turnout during the recently concluded Lok Sabha elections. They also inquired about the strategies adopted by the nodal officers to address the gaps. The nodal officers for the SVEEP activities outlined various efforts undertaken to increase voter turnout, including nukkad nataks (street plays), IEC activities, meetings in gram sachivalayas and chaupals, SVEEP banners displayed in hospitals, awareness rallies through rickshaws and taxis, awareness rallies for the first time voters, involvement of sports icons, radio messages, leveraging the power of social media platforms for extensive voter outreach and district-wise SVEEP plans with a special focus on low voter turnout areas. Additional activities such as special competitions and engagement of Self Help Groups were also highlighted to promote voter participation.

The team urged the nodal officers to publicise the facilities available at polling stations, such as shelters, seating areas, water, and other basic amenities to the masses. They also recommended incorporating QR codes on all SVEEP banners, posters, and publicity materials to broaden the dissemination of information more effectively. The team appreciated the idea of making theme based polling station by Fatehabad District and called upon the other districts to follow the same pattern. The Election Commission of India is committed to foster a vibrant democracy by actively engaging citizens and removing barriers to voter participation.

Additional Chief Electoral Officer, Sh. Prashant Panwar, expressed his gratitude towards the officers of the Election Commission of India, for appreciating the efforts of the SVEEP teams across the state’s districts. He further added that as we approach the final phase of assembly elections, particularly regarding SVEEP activities, district officers have been directed to engage with every voter in their jurisdiction to maximize voter turnout.
