आप और भाजपा दोनों ही संविधान और दलित पिछडो, अल्पसंख्यकों की दुश्मन?

BJP tries to weaken the Constitution, and the AAP Government emulates BJP in exploiting the Dalits and denying them their rights—Only Congress works to protect the Constitution and the rights of Dalits—Devender Yadav

NEW DELHI, September 7, 2024—Delhi Pradesh Congress Committee president Shri Devender Yadadv said that the BJP was trying to weaken the Constitution, and the  Kejriwal Government was emulating the BJP by exploiting the Dalits and denying them their rights. He said that the AAP was usurping the rights of the Dalits  was evident from the manner in which Delhi Mayor Shelly Oberoi was clinging to her position to deny a Dalit a chance to become the Mayor, as her term had expired on 31^st March, 2024 and it was the turn of a Dalit to occupy the Mayor’s chair in the Municipal Corporation of Delhi (MCD).

Shri Devender Yadav said that in the SC/ST/OBC Education, under the Mukhyamantri Pratibha Yojna, the AAP Government has reduced the expenditure amount  by almost half to Rs 1.56 crore for 3599 students in 2023-24  as compared to Rs 11.23 crore for 15491 students in 2022-23. He said that under the Merit Scholarship for College/University students for SC/ST/OBC/Minorities, the Congress Government had given Rs 5.80 crore for 7163 students in 2013-14,  which has now been reduced to 1563 students by allocating a paltry sum of Rs 1.61 crore in 2023-24,  which was further reduced to 815 students (0.74 crore) upto December, 2023.

Shri Devender Yadav said that the Kejriwal Government has also reduced funding for tuition fee reimbursement for Dalits, and for financial assistance to SC students for pursuing higher education abroad. He said that Dalits have been totally marginalized in the Kejriwal Government’s scheme of things, and no wonder, two Dalit Ministers quit the AAP party.

 Shri Devender Yadav said that Congress was the only party which tries to protect the Constitution and works for the uplift of Dalit. He said that Dalits were reposing their faith in the Congress to protect their rights, and Dalit leaders like former Delhi Minister and AAP MLA Rajinder Pal Gautam joined the Congress as he was confident that only the Congress can save the Constitution and protect the rights of Dalits, and more
Dalit leaders are in line to join the Congress. He said that another former Delhi Minister had left the Aam Aadmi Party, disillusioned by the maltreatment of Dalits by the Kejriwal Government.

Shri Devender Yadav said that the Kejriwal Government’s anti-Dalit, anti-poor policy was clear from the fact that it still uses Dalits for manual scavenging, resulting in many deaths, though the Kejriwal Government had not bothered to provide suitable financial compensation to the families of the deceased. He said that under the SCSP (Scheduled Caste Sub-Plan) component, out of the sanctioned outlay of Rs 246 crore in 2023-24, only Rs 37.18 crore were spent, which is about 15.11% of the allocated fund.

Shri Devender Yadav said that when Congress was in power in Delhi, it implemented many schemes for the uplift and  welfare of Dalits, including the education of Dalit children, in a bid to empower them by facilitating  higher education for them, but the Kejriwal Government has only put hurdles in the education of Dalit children.

Shri Devender Yadav said that  to mislead the people, Chief Minister Kejriwal would swear by the name of Dr Bhim Rao Ambedkar, but does nothing for the Dalits and the backwards.

Shri Devender Yadav said that Congress has started a ‘morcha’ to protect the interest of Dalits, as the party will not allow the rights of the Dalits to be harmed. He said that  Shri Rahul Gandhi, during his Bharat Jodo Yatra and Bharat Jodo Nyay Yatra, had reiterated  that Congress will spare no effort  to protect the rights of Dalit. He said that Dalits were the most exploited, cheated community during the 10-year rule of the Kejriwal Government, as CM Kejriwal  only makes hollow promises with the budget for Dalit welfare getting slashed in every Budget.

भाजपा संविधान को कमजोर करने की कोशिश कर रही है, उसी तरह आम आदमी पार्टी संविधान में निहित दलितों के अधिकार छीनने का काम कर रही है।- देवेन्द्र यादव

नई दिल्ली, 7 सितंबर, 2024 – दिल्ली प्रदेश कांग्रेस कमेटी के अध्यक्ष श्री देवेन्द्र यादव ने कहा कि जिस तरह भाजपा लम्बे समय से संविधान पर प्रहार करके उसे कमजोर करने की कोशिश कर रही है उसी तरह आम आदमी पार्टी भी संविधान के अंतर्गत दलितों के अधिकारों को छीनने का काम कर रही है। उन्होंने कहा कि आम आदमी पार्टी की मेयर शैली ओबेरॉय ने तीसरे टर्म में दलित पार्षद का मेयर बनने के अधिकार को छीन कर जबरन 5 महीने से मेयर के पद पर आधिपत्य जमाए बैठी हैं। जबकि एमसीडी अधिनियम (धारा-35) में प्रावधान अनुसार 31 मार्च, 2024 को मेयर का कार्यकाल समाप्त होने के बाद दलित मेयर बनना था।

श्री देवेन्द्र यादव ने कहा जब कांगेस दिल्ली की सत्ता में थी तब दलितों के उत्थान और कल्याण के लिए कई योजनाएं लागू की, जिनमें दलित पिछड़े वर्ग के बच्चों को शिक्षा, उच्च शिक्षा, वजीफा आदि सुविधा देकर सशक्त बनाया जिसे केजरीवाल सरकार ने पूरी तरह से खत्म कर दिया। उन्होंने कहा कि दलितों के लिए कॉलेज/विश्विद्यालय के छात्रों के लिए मेरिट छात्रवृति के तहत 2013-14 में शीला सरकार ने 7163 छात्रों को लगभग 5.80 करोड़ रुपये दिए जो 2022-23 में घटकर केवल 1563 छात्रों को 1.61 करोड़ रह गए जो दिसम्बर 2023 तक 815 छात्रों को 74 लाख मिले थे। उन्होंने कहा कि पब्लिक स्कूल में एससी/एसटी/ओबीसी/अल्पसंख्यक छात्रों के लिए ट्यूशन फीस की प्रतिपूर्ति 2022-23 में 28315 की तुलना में 2023-24 में घटकर 6860 हो गई है, जो पिछले वर्ष के अनुपात में एक चौथाई रह गई है। उन्होंने कहा कि शडूल कास्ट सब प्लान के अंतर्गत  2023-24 में 246 करोड़ का बजट आंवटित हुआ जिसमें दिसम्बर, 2023 तक सिर्फ 37.18 करोड़ खर्च हुआ जो आवंटित राशि का सिर्फ 15.11 प्रतिशत था। इसी तरह एससी/एसटी/ओबीसी छात्रों के लिए मुख्यमंत्री विद्यार्थी प्रतिभा योजना की राशि आधी रह गई। 2023-24 दिसम्बर, 23 तक 3599 छात्रों के लिए 1.56 करोड़ रह गई जबकि 2023 में 15491 छात्रों के लिए 11.23 करोड़ थी। विदेशों में उच्च शिक्षा प्राप्त करने के लिए वित्तीय सहायता के रूप में दलित छात्रों को मिलने वाली ट्यूटशन फीस की प्रतिपूर्ति में भी केजरीवाल सरकार ने भारी कटौती की है।

श्री देवेन्द्र यादव ने कहा कि हमारे नेता श्री राहुल गांधी जी की भाजपा की तानाशाह सरकार के खिलाफ और संविधान को बचाने की लड़ाई से प्रेरित होकर दूसरे दलों के नेता लगातार कांग्रेस पार्टी में शामिल हो रहे है। इसी कड़ी में कल आम आदमी पार्टी की दिल्ली सरकार में मंत्री श्री राजेन्द्र पाल गौतम कांग्रेस पार्टी में शामिल हो गए और कुछ समय पहले एक और दिल्ली सरकार के पूर्व मंत्री भी आम आदमी पार्टी छोड़ चुके है। उन्होंने कहा कि आम आदमी पार्टी में दलितों का विश्वास खत्म हो गया है क्योंकि पिछले 11 वर्षों में दलित समाज का हमेशा शोषण किया है, जबकि आप पार्टी ने राजनीतिक स्वार्थ के लिए सिर्फ दलितों को वोट बैंक के रुप में इस्तेमाल किया है। उनसे किया गया एक भी वायदा आज तक नहीं निभाया है।

श्री देवेन्द्र यादव ने कहा कि कांग्रेस एकमात्र ऐसी राजनीतिक पार्टी है जो संविधान को बचाने की बात करती है और दलितों, पिछड़ों, वंचितों को बचाने और उनके अधिकारों की लड़ाई लड़ रही है। श्री देवेन्द्र यादव ने कहा कि आप पार्टी के शासन में शोषित, वंचित वर्गों के कल्याण की योजनाओं के बजट में लगातार कटौती की जा रही है और दलित समाज के कल्याण और दलित छात्रों के विकास और सुविधाओं के लिए जो बड़े-बड़े वायदे किए थे वो सिर्फ घोषणा बनकर रह गए।
