Gopal Rai invents new excuses to cover up Kejriwal Government’s utter failure to tackle air pollution in the Capital—Devender Yadav

NEW DELHI, September 1, 2024—Delhi Pradesh Congress Committee president Shri Devender Yadav said that it was strange that   Aam Aadmi Party Government’s Environmental Minister Gopal Rai does not anymore cite stubble burning in Punjab for Delhi’s air pollution, but blames other neighbouring States like Uttar Pradesh, Rajasthan and Haryana for Delhi’s pollution. He said that when Congress was in power in Punjab, the Kejriwal Government blamed stubble burning in Punjab for Delhi’s air pollution, but suddenly stopped this cry after AAP assumed power in the State.

Shri Devender Yadav said that in the past 10 years, the Kejriwal Government has not bothered to address the real causes for Delhi’s air pollution, which includes dusts from broken roads and streets,  regular construction works and pollution from vehicles, but has been blaming  others for Delhi’s plight. He said that it was surprising that Gopal Rai’s Winter Action Plan to check air pollution this year is restricted to writing to the Union Environmental Ministry to convene an “urgent meeting” to discuss  the possibility of  cloud seeding (to create artificial rains), and seeks the “co-operation” of everyone to combat air pollution, but does not take any step to carpet the broken roads and streets in the Capital.

Shri Devender Yadav said that it was strange that Gopla Rai was again talking about setting up smog towers though the one built at Connaught Place at an enormous cost of over Rs 25 crore, and which was inaugurated by Chief Minister Arvind Kejriwal in August, 2021 served no purpose in controlling air pollution. He said that the recurring  operational cost was so huge that it forced  the agency tasked with operating the tower to  shut it down. He said that without learning any lesson from past mistakes, Gopal Rai was again toying with the idea of setting up  more smog towers so that the AAP Ministers could earn commissions from the project.

Shri Devender Yadav said that it was time the AAP Government took decisive steps to check the toxic air in Delhi, which remained at a very high level, even after the Capital received sufficient monsoon rains in the past two months. He said that it defies logic how cloud seeding could eliminate air pollution which the heavy monsoon rains could not was out! He said that until the Delhi Government takes firm steps to address the core reasons for air pollution, people will continue to suffer, and Ministers like Gopal Rail will continue to invent new excuses to cover up the incompetence and ineptness of the AAP Government in solving Delhi’s problems.

नई दिल्ली, 1 सितम्बर, 2024- दिल्ली प्रदेश कांग्रेस कमेटी के अध्यक्ष श्री देवेन्द्र यादव ने कहा कि केजरीवाल सरकार के मंत्री गोपाल राय प्रदूषण नियंत्रण का विंटर एक्शन प्लान पुरानी खोखली और बेबुनियाद आधारशिला पर तैयार करने की योजना है जिसे दिल्ली सरकार पिछले 10 वर्षों से दोहरा रही है। दिल्ली में प्रदूषण के लिए केन्द्र की भाजपा सरकार और केजरीवाल सरकार दोनो बराबर की जिम्मेदार है। भाजपा नेता केन्द्र सरकार के पर्यावरण मंत्री को दिल्ली के खतरनाक प्रदूषण को काबू पाने के लिए कार्य योजना को लागू करने के लिए क्यों नही कहते?

श्री देवेन्द्र यादव ने कहा कि यदि गोपाल राय की यह मंशा हैं कि राजधानी में प्रदूषण का मसला सबके सहयोग और मिलकर निपटेगा, तो प्रदूषण सहित जल भराव, दिल्ली की सड़कों की हालत, नालों की बदहाल स्थिति, भयंकर जल संकट, महिलाओं पर अत्याचार, बिजली बिलों में बेलगाम बढ़ोत्तरी जैसे जनता से जुड़े मामलों पर संबधित मंत्रियों से मश्वरा करके तुरंत सर्वदलीय बैठक बुलाए, कांग्रेस पार्टी 15 वर्ष के दिल्ली में किए चहुॅमुखी विकास के अनुभव अनुसार हर विषय का हल निकालने के लिए तैयार है।

श्री देवेन्द्र यादव ने कहा कि दिल्ली की जनता के स्वास्थ्य सुरक्षा के लिए खतरनाक प्रदूषण नियंत्रण के लिए आवाज सिर्फ कांग्रेस पार्टी ही उठा रही है। उन्होंने गोपाल राय पर कटाक्ष करते हुए कहा कि क्यों जनता के टैक्स का हजारां करोड़ खर्च होने के बाद भी दिल्ली सरकार दिल्ली वालों को स्वच्छ हवा नही दे पा रही है। उन्होंने कहा कि दिल्ली से होने वाले प्रदूषण को 31 प्रतिशत बताकर गोपाल राय दिल्ली की जनता को गुमराह क्यों कर रहे है? जबकि पिछले वर्ष दिसम्बर में डब्लूएचओ ने एक रिपोर्ट में कहा है कि दिल्ली के खतरनाक प्रदूषण में वाहनों से 10-30 प्रतिशत, सड़क व निर्माण से निकले धूल कण से 10-30 प्रतिशत, औद्योगिक इकाईयों से 10-30 प्रतिशत, खुले में कचरा जलाने से 5-15 प्रतिशत, नजदीकी शहरों में पावर प्लांट से 7 प्रतिशत से कम, मौसमी धूल कण जो नजदीकी राज्यों से आते है 5 प्रतिशत से कम, नजदीकी राज्यों से खेती वेस्ट व पराली जलाने से 3 प्रतिशत से कम कम प्रदूषण होता है।

श्री देवेन्द्र यादव ने कहा कि नजदीकी राज्यों से होने वाले प्रदूषण में पंजाब का नाम न लेकर गोपाल राय ने प्रदूषण नियंत्रण में अपनी नाकामी को स्वीकार लिया है क्योंकि जब पंजाब में कांग्रेस की सरकार थी तब केजरीवाल चींख-चींख कर पंजाब में पराली जलाने को दिल्ली में प्रदूषण का कारण बताते थे, क्या आम आदमी पार्टी के सत्ता में आने के बाद पंजाब में खेती होना बंद हो गई या पराली जलाना बंद कर दिया है, गोपाल राय दिल्ली की जनता को जवाब दें? उन्होंने कहा कि श्री गोपाल राय अपने नेता अरविंद केजरीवाल से एक कदम पीछे नहीं है, अभी दो दिन पहले उन्होंने प्रदूषण रोकथाम के लिए कृत्रिम बारिश को विंटर एक्शन प्लान के 14 सूत्रो में एक एक घोषित किया था परंतु एकदम से आज यह कहना कि समय बहुत कम है, का क्या अर्थ है? नवंबर-दिसंबर में पूरे 3 महीने का समय है, क्या विधानसभा चुनाव में अपनी हार को स्वीकार करके गोपाल राय प्रदूषण नियंत्रण के विषय को अगली सरकार के पाले में डाल रहे है।
