नई दिल्ली, 24 मार्च, 2025-दिल्ली प्रदेश कांग्रेस कमेटी के अध्यक्ष श्री देवेंद्र यादव ने कहा कि बजट की पूर्व संध्या पर दिल्ली विधानसभा में आर्थिक सर्वेक्षण पेश किए बिना, जो कि आने वाले बजट के स्वरूप का संकेत देने की सामान्य प्रथा है, भाजपा सरकार के पास राजधानी को प्रभावित करने वाले कई मुद्दों के समाधान के लिए कोई ठोस योजना नहीं है और भाजपा केवल हवाई महल बुन रही है।
श्री देवेंद्र यादव ने कहा कि आर्थिक सर्वेक्षण बजट से पहले अर्थव्यवस्था के प्रदर्शन और वर्तमान स्थिति का व्यापक अवलोकन प्रदान करने के लिए आयोजित किया जाता है और यह नीति निर्माताओं के लिए एक महत्वपूर्ण उपकरण के रूप में भी कार्य करता है, जिससे उन्हें बजट तैयार करते समय सूचित निर्णय लेने में मदद मिलती है। श्री देवेन्द्र यादव ने कहा कि आर्थिक सर्वेक्षण आर्थिक स्वास्थ्य का आकलन करने, रुझानों और चुनौतियों की पहचान करने, प्राथमिकताएं निर्धारित करने, नीति मूल्यांकन, आधारभूत अनुमान प्रदान करने, पारदर्शिता और जवाबदेही प्रदान करने के लिए आवश्यक है, क्योंकि सर्वेक्षण एक निदान रिपोर्ट की तरह कार्य करता है, जो सरकार को एक ऐसा बजट तैयार करने के लिए आवश्यक अंतर्दृष्टि प्रदान करता है जो उत्तरदायी, रणनीतिक और देश की आर्थिक वास्तविकताओं के अनुरूप हो। श्री देवेन्द्र यादव ने कहा कि हालांकि मुख्यमंत्री श्रीमती रेखा गुप्ता ने विभिन्न वर्गों के लोगों के साथ कई दौर की बैठकें की हैं और जनता से सुझाव प्राप्त किए हैं, लेकिन भाजपा सरकार के पास दिल्ली के विकास के लिए बजट के लिए और दिल्ली के लोगों से भाजपा द्वारा किए गए कई चुनाव पूर्व वादों को पूरा करने के लिए कोई ठोस योजना नहीं है। श्री देवेन्द्र यादव ने कहा कि डीटीसी पर सीएजी (नियंत्रक और महालेखा परीक्षक) की रिपोर्ट ने केजरीवाल सरकार द्वारा संगठन के भ्रष्टाचार और कुप्रबंधन को उजागर किया है, जिससे कांग्रेस सरकार द्वारा बिना किसी घाटे के डीटीसी को सौंपने के बाद 2021-22 में इसे 8,498.35 करोड़ रुपये का घाटा हुआ है। उन्होंने कहा कि पिछले 8 वर्षों में न केवल डीटीसी बेड़े में कोई नई बस नहीं जोड़ी गई, बल्कि बसों की संख्या 4344 से घटकर 3937 रह गई तथा डीटीसी के कुल रूट 814 से घटकर आधे रह गए। श्री देवेन्द्र यादव ने कहा कि दिल्ली कांग्रेस पिछले कई वर्षों से सीएजी रिपोर्ट में उल्लिखित इन सभी खामियों को उजागर कर रही थी, लेकिन केजरीवाल ने अपने स्वयं के भ्रष्टाचार और अकुशलता को छिपाने के लिए सीएजी रिपोर्ट को विधानसभा में पेश नहीं किया, जिससे एक बार लाभ में रहे विभाग को भयंकर वित्तीय संकट में डाल दिया गया।

CAG report exposes Kejriwal Government’s mismanagement and corruption to drive DTC into Rs 8,498.35 crore loss in 2021-22 after the Congress Government ran it without losses—Devender Yadav
NEW DELHI, March 24, 2025—Delhi Pradesh Congress Committee president Shri Devender Yadav said that without presenting the Economic Survey in the Delhi Assembly on the eve of the Budget, which is the normal practice to give an indication of the shape of the Budget to come, the BJP Government does not seem to have any concrete plans to address the many issues affecting the Capital, and BJP was only building castle in the air.
Shri Devender Yadav said that the Economic Survey is conducted before a Budget to provide a comprehensive overview of the economy’s performance and current State, and it also serves as a critical tool for policymakers, helping them to make informed decisions when preparing the Bugdet.
Shri Devender Yadav said that the Economic Survey was essential to assess the economic health, identifying trends and challenges, setting priorities, policy evaluation, providing baseline projections, transparency and accountability, as the survey acts like a diagnostic report, giving the Government the insights needed to craft a budget that’s responsive, strategic and aligned with the country’s economic realities.
Shri Devender Yadav said that though Chief Minister Smt. Rekha Gupta held several rounds of meetings with various sections of people, and got suggestions from the public, the BJP Government does not seem to have got any concrete plans for the Budget for the development of Delhi, and to fulfill the many pre-poll promises made by BJP to the people of Delhi.
Shri Devender Yadav said that the CAG (Comptroller and Auditor General) report on DTC has exposed the corruption and mismanagement of the organization by the Kejriwal Government to drive it into Rs 8,498.35 crore loss in 2021-22 after the Congress Government had handed over DTC without any losses. He said that in the past 8 years, not only no new bus was added to the DTC fleet, but the number of buses was reduced from 4344 to 3937, and the total routes DTC s were halved from 814. Shri Devender Yadav said that Delhi Congress had been highlighting all these lapses mentioned in the CAG report for the past many years, but Kejriwal did not table the CAG report in the Assembly to cover up his own corruption and inefficienty to drive a once profitable department to terrible financial strain.
