NEW DELHI, March 25, 2025—Delhi Pradesh Congress Committee president Shri Devender Yadav said that the BJP Government’s first Budget, presented by Chief Minister Smt. Rekha Gupta in the Assembly today, was a bundle of lies and betrayal for the people of Delhi, who elected the BJP to power with great expectations after suffering the terrible misrule of the Kejriwal Government for 11 years. He said that though the CM has announced a Rs 1 lakh crore budget, the hidden fact is that Rs 9950 crore will come out of the pockets of the tax payers to fulfil BJP’s welfare schemes at a reduced ratio.

Shri Devender Yadav said that the CM has termed this Budget as one “guided by the principles of Dr. B.R. Ambedkar, Mahatma Gandhi and Prime Minister Narendra Modi’s vision of Sabka Saath, Sabka Vikas, but in truth, the Budget is based on the lies and false promises (jumla) of Modi to betray the people of Delhi.

Shri Devender Yadav said that the Congress Government headed by Smt. Shiela Dikshit had earmarked 34.3 per cent of the total Budget in 2013-14 for capital penditure, and carried out unprecedented all-round developments, but 12 years later, the BJP Government’s Budget has reduced the Capital expenditure allocation to 28 per cent, which shows that the BJP’s development agenda is a mere rhetoric. He said that the AAP Government had brought down the capital expenditure to 19.85 per cent, which  halted all development works in Delhi, and under the BJP Government too, there was no hope of resuming the stalled development works any time soon. He said that despite all-round increase in prices, the BJP has reduced the capital expenditure allocation, which proves that the CM’s rhetoric on development was that she was  only paying lip service.

Shri Devender Yadav said that  only Rs 5100 crore Budget allocation to fulfil the Rs 2500 monthly honorarium to 44 lakh women voters was too little.

Shri Devender Yadav said that the Rekha Gupta Government has announced that it would seek Rs 15,000 crore loans from the National Small Savings Fund though the Principal Secretary Finance, Government of India had raised objections  for a Rs 10,000 crore loan by the previous Government, citing that Delhi’s debt burden would be around Rs 172677.47 crore in the year 2038-39,  wondering when would the Delhi Government return that huge amount?

Shri Devender Yadav said that the Delhi Budget once again shows that the BJP Government at the Centre was treating the people of Delhi in a step-motherly manner as  Delhi got just Rs 4391.94 crore grant last time, though the Rekha Gupta Government now nurses the hope that the Centre would hike the grant to Rs 7348 crore, but there was no mention of this grant amount in the recently awarded  Union Budget.

Shri Devemder Yadav said that  CM Rekha Gupta, being a woman, instead of helping the women, has betrayed them by eating the “kheer” (pudding) herself by reducing the budget allocation for schemes for girl child, anganwadi workers and helpers, beti padhao-beti bachao, saheli samanvay, Central Government’s women empowerment, mission scheme, kishori, free travel for rural students etc. He said that the BJP manifesto had also promised free cooking gas cylinder for households during Holi and Deewali, and subsidized cooking gas cylinder for Rs 500  but, this promise  too has turned out to be hollow as there was no mention of it in the budget, whereas the Delhi women did not get the free cylinder on this holi and the god knows whether they will get it on Diwali either. He said that the Budget allocated only Rs 210 crore for giving  Rs 21000 for pregnant women along with protein kit, which would benefit only  one lakh pregnant women whereas 3,15,087 children were born in 2023-24, and the budget allocation was a betrayal on two-third pregnant women.

Shri Devender Yadav said that the budget mentions that Rs 2000 crore will be sought  from the central government to develop Delhi sewage system into a world class facility,  though this matter should have been discussed with the Central Government before the finalization of the Budget. He said that the BJP Government too seems to be adopting the tactics of the Kejriwal Government in cleaning the toxic Yamuna, as the BJP Government was also not keen about cleaning the river. He said that a white paper should be brought out on the kind of money squandered in the name of cleaning of Yamuna, and there was no roadmap on how the Poorvanchal devotees will hold the Chhat Puja at the Yamuna banks.

Shri Devender Yadav said that the Budget was also not serious about tackling the potable water crisis, as with summer at the doorstep, Delhiites were poised to face a serious water crisis. He said that the Kejriwal Government had done nothing to solve the water crisis, other than making hollow promise about giving “free water” as there was no concrete proposal to increase the drinking water capacity in the Capital.

नई दिल्ली, 25 मार्च, 2025 – दिल्ली प्रदेश कांग्रेस कमेटी के अध्यक्ष श्री देवेन्द्र यादव ने दिल्ली सरकार के बजट को भाजपा के झूठ और जुमलों का बजट करार देते हुए कहा कि जिस उम्मीद के साथ दिल्ली ने भाजपा को विजय दिलाई थी उनकी वे उम्मीदें आने वाले 5 साल में पूरी होती नजर नही आती। श्री यादव ने कहा कि विधानसभा में भाजपा की दिल्ली सरकार की मुख्यमंत्री श्रीमती रेखा गुप्ता ने 1 लाख करोड़ का बजट पेश कर अपनी पीठ थपथपाई है। जबकि हकीकत कुछ और है। हकीकत यह है 1 लाख करोड़ की राशि में से 9950 करोड़ की राशि दिल्ली के करदाताओं की जेब खाली करके टैक्स के रुप में वसूला जाएगा।

श्री देवेन्द्र यादव ने कहा कि दिल्ली की शीला दीक्षित सरकार के समय 2013-14 में कुल बजट का कैपिटल एक्सपेंडिचर 34.3 प्रतिशत था। दूसरी ओर आम आदमी पार्टी सरकार में यह कुल बजट का 19.85 प्रतिशत था और भाजपा सरकार इसे 28 प्रतिशत करके अपनी पीठ थपथपा रही है।  साफ तौर पर चलता है कि जब कांग्रेस की दिल्ली सरकार ने 12 वर्ष पहले दिल्ली का चहुंमुखी विकास किया था उस समय कुल बजट का कैपिटल एक्सपेंडिचर 34.3 प्रतिशत था और मुख्यमंत्री शीला दीक्षित ने दूरदर्शी सोच के साथ काम किया जिनका इरादा विकास था। आज 12 साल बाद महंगाई बढ़ी है और इन्फ्रास्ट्रक्चर को बनाने की लागत बढ़ी है। तब भाजपा सरकार 28 प्रतिशत केपिटल एक्पेंडिचर में दिल्ली विकास कैसे कर पाएगी? यह महत्वपूर्ण प्रश्न है। जो मुख्यमंत्री दिल्ली में विकास की नींव डालने की बात कह रही हैं वह 28 प्रतिशत कैपिटल एक्सपेंडिचर में केवल लीपापोती ही कर पाएंगी।

श्री देवेन्द्र यादव ने कहा कि दिल्ली सरकार ने 15000 करोड़ लद्यु ऋण के रुप में लेने की बात की है। जबकि पिछली सरकार ने जब 10000 करोड़ की यह राशि लेने की बात की थी तो केन्द्र सरकार के प्रींसिपल वित्त सचिव ने ऑबजेक्शन लगाते हुए कहा था कि दिल्ली का कर्जा 20238-39 तक 172677.47 करोड़ हो जाएगा, उसको दिल्ली सरकार तक वापस कर पाऐगी। जबकि वर्तमान भाजपा की दिल्ली सरकार यह लघु ऋण 10 हजार करोड़ की जगह 15 हजार करोड़ लेने की बात कर रही है।

श्री देवेन्द्र यादव ने कहा कि आज के बजट से साफ होता है कि केन्द्र सरकार ने दिल्ली के साथ सौतेला व्यवहार करके दिल्ली की जनता के हितों की अनदेखी की है क्योंकि दिल्ली के पिछले बजट में केन्द्र सरकार की ग्रांट 4391.94 करोड़ थी जबकि वर्तमान भाजपा सरकार ने यह कहा है कि वे 7348 करोड़ केन्द्र सरकार ग्रांट के रुप में लेंगे। यह 7348 करोड़ की राशि केन्द्र सरकार कैसे देगी। प्रश्न यह उठता है कि केन्द्र सरकार का बजट पहले ही घोषित हो चुका है और उसमें इस ग्रांट का कोई प्रावधान नही था, तो यह पैसा कैसे आएगा।  

श्री देवेन्द्र यादव ने कहा कि महिला समृद्धि योजना के नाम पर 2500 रुपये प्रति महिला को देने के वादे को निभाने के लिए केवल 5100 करोड़ का प्रावधान किया गया है, जो उॅट के मुॅह में जीरे के समान है। भाजपा की दिल्ली सरकार अपने वादे से भागती नजर आ रही है क्योंकि उक्त बजट में गिनी चुनी महिलाओं को ही यह फायदा मिल पाएगा। आंकड़ो की बात करे तो 44 लाख महिलाओं ने कुछ मिलने की उम्मीद के लिए चुनाव मतदान किया था परंतु सरकार उलटा जनता से पैसे वसूलने की तैयारी कर रही है।

श्री देवेन्द्र यादव ने कहा कि बड़ी हैरानी की बात है भाजपा के संकल्प पत्र में यह कहा गया था कि होली दीवाली पर दिल्ली की गृहणी को एक-एक सिलेंडर मुफ्त देंगे। होली बीत गई, सिलेंडर नही दिया और पेस बजट से साफ जाहिर होता है कि दीवाली पर मुफ्त सिलेंडर देने की योजना नही है। इसके साथ-साथ सब्सिडी वाले सिलेंडर का भी बजट में कोई प्रावधान नही है। श्री यादव ने कहा कि दिल्ली में भाजपा ने अपने संकल्प पत्र में घोषणा की थी कि प्रत्येक गर्भवती महिला को 21000 रुपये आर्थिक मदद और 6 पोषण किट दी जाएगी। जबकि वर्तमान बजट में 210 करोड़ आवंटित करने की घोषणा की है। इस राशि को यदि हम 21000 रुपये प्रति गर्भवती महिला को देने की बात करें तो 1 लाख गर्भवती महिलाओं को मिल पाएगा। जबकि 2023-24 में दिल्ली में 3,15,087 बच्चों ने जन्म लिया। अर्थात बजट पास होते ही भाजपा सरकार ने दो तिहाई महिलाओं के साथ धोखा किया है जबकि इसमें 6 पोषित किट की राशि को शामिल नही किया गया है।

 
श्री देवेन्द्र यादव ने कहा कि आज के बजट में यमुना की सफाई के लिए 2000 करोड़ की भारत सरकार से मांग करने की बात हुई है जबकि बजट पेश करने से पहले इसको लेकर बात होनी चाहिए थी, ऐसा लग रहा है कि भाजपा भी केजरीवाल की तरह यमुना की सफाई को लेकर गंभीर नहीं है। केंद्र सरकार के नमामि गंगे परियोजना का क्या हुआ इसको लेकर भाजपा को जवाब देने चाहिए। तथा यमुना सफाई के नाम पर जो पैसे मिले इसको लेकर श्वेत पत्र भी जारी करना चाहिए। यमुना रिवर फ्रंट को लेकर मंत्री आशीष सूद ने असली कहानी बताई, आज यमुना में पूर्वांचली छठ पर्व कैसे करेंगे इसको लेकर भी कोई रूपरेखा नहीं।

श्री देवेन्द्र यादव ने कहा कि दिल्ली में गर्मी शुरु हो गई है और बहुत जल्द पीने के पानी का संकट होने वाला है परंतु रेखा सरकार वर्तमान बजट में जल संकट को लेकर गंभीर नहीं दिखाई दी। उन्होंने दिल्ली को अतिरिक्त जल आपूर्ति को लेकर कुछ भी व्यवस्था नहीं। दिल्ली को 740 एमजीडी अतिरिक्त पानी की जरूरत है लेकिन बजट में वर्ष 2021 के लक्ष्य को लेकर तो चर्चा हुई लेकिन अतिरिक्त जलापूर्ति को लेकर ठोस कार्य योजना नही बनाई गई।

Shri Devender Yadav said that  only Rs 5100 crore Budget allocation to fulfil the Rs 2500 monthly honorarium to 44 lakh women voters was too little and it exposes the tall claims of the BJP Government. It’s now clear that only a few women, out of 44 lakh women would  be benefited.

Shri Devender Yadav said that the Rekha Gupta Government has announced that it would seek Rs 15,000 crore loans from the National Small Savings Fund though the Principal Secretary Finance, Government of India had raised objections  for a Rs 10,000 crore loan by the previous Government, citing that Delhi’s debt burden would be around Rs 172677.47 crore in the year 2038-39,  wondering when would the Delhi Government return that huge amount?

Shri Devender Yadav said that the Delhi Budget once again shows that the BJP Government at the Centre was treating the people of Delhi in a step-motherly manner as  Delhi got just Rs 4391.94 crore grant last time, though the Rekha Gupta Government now nurses the hope that the Centre would hike the grant to Rs 7348 crore, but there was no mention of this grant amount in the recently awarded  Union Budget.

Shri Devemder Yadav said that  CM Rekha Gupta, being a woman, instead of helping the women, has betrayed them by eating the “kheer” (pudding) herself by reducing the budget allocation for schemes for girl child, anganwadi workers and helpers, beti padhao-beti bachao, saheli samanvay, Central Government’s women empowerment, mission scheme, kishori, free travel for rural students etc. He said that the BJP manifesto had also promised free cooking gas cylinder for households during Holi and Deewali, and subsidized cooking gas cylinder for Rs 500  but, this promise  too has turned out to be hollow as there was no mention of it in the budget, whereas the Delhi women did not get the free cylinder on this holi and the god knows whether they will get it on Diwali either. He said that the Budget allocated only Rs 210 crore for giving  Rs 21000 for pregnant women along with protein kit, which would benefit only  one lakh pregnant women whereas 3,15,087 children were born in 2023-24, and the budget allocation was a betrayal on two-third pregnant women.

Shri Devender Yadav said that the budget mentions that Rs 2000 crore will be sought  from the central government to develop Delhi sewage system into a world class facility,  though this matter should have been discussed with the Central Government before the finalization of the Budget. He said that the BJP Government too seems to be adopting the tactics of the Kejriwal Government in cleaning the toxic Yamuna, as the BJP Government was also not keen about cleaning the river. He said that a white paper should be brought out on the kind of money squandered in the name of cleaning of Yamuna, and there was no roadmap on how the Poorvanchal devotees will hold the Chhat Puja at the Yamuna banks.

Shri Devender Yadav said that the Budget was also not serious about tackling the potable water crisis, as with summer at the door step, Delhiites were poised to face a serious water crisis. He said that the Kejriwal Government had done nothing to solve the water crisis, other than making hollow promise about giving “free water” as there was no concrete proposal to increase the drinking water capacity in the Capital.
