DPCC accuses AAP of scam worth crores

AAP’s proposals to hike MLALAD fund from Rs 10 crore to Rs 15 crore  and introduce buses for last-mile connectivity are mere election stunts.

NEW DELHI, October 11, 2024—Delhi Pradesh Congress Committee president Shri Devender Yadav said that it was surprising that after wasting 10 years in power through  corruption, self-promotion and self-enrichment, the Aam Aadmi Party  has suddenly woken up about the deteriorating condition of the Capital and its stalled development projects, for which a proposal has been mooted  by the Atishi Cabinet to hike the MLALAD (MLA Local Area Development) fund from Rs 10 crore to Rs 15 crore to expedite the projects ahead of the Assembly elections, which are just four months away, to mislead the people, as it was a mere election stunt. He said that   the Atishi Government knows that the Lt. Governor will not approve of this proposal, as the Finance Department has already recorded its objection, citing lack of funds, and then AAP can indulge in blame games for Delhi’s deterioration.

Shri Devender Yadav said that it was indeed shocking that former Chief Minister Arvind Kejriwal, who had quit his top job after coming out of jail in connection with the liquor scam, was not aware of the fact that the existing MLALAD funds were not enough to carry out various development works in the respective Assemblies,  like desilting of drains and sewers, which Kejriwal should have realized when even the Civil Lines area where he lived, and the Gandhi Samadhi at Rajghat, got flooded during monsoon last year, when the Yamuna water  backflowed   due to accumulated legacy waste at the Yamuna barrage at ITO, which obstructed the  flow of the rain water, as the shutters had not been opened and cleaned for the past nine years.

Shri Devender Yadav said that similarly, the Mohalla Bus Scheme, for the last mile connectivity to the outlying areas of the Capital, has also been a work in progress for the past few months, and the Atishi Government has repackaged it to gain some cheap publicity, though it was an impractical scheme as these buses would not be able to enter the narrow lanes of the villages and resettlement/unauthorized colonies. He said that the schemes planned to be executed through the Gram Vikas Board for the development of the villages of the Capital has remained on paper, as the Kejriwal Governmet took no step to proceed with the project in the past 10 years, but has suddenly realized the need for last mile connectivity of transport, even though public transport has been in a total mess in the Capital with the DTC running a skeletal service, which are totally inadequate to cater to the burgeoning population of Delhi.

Shri Devender Yadav said that after vacating the  Sheesh Mahal at 6, Flag Staff Road, to move into another plush address at 5 Feroze Shah Road, Kejriwal has enough time to make big plans to mislead the people as none of these proposals will be approved by the Lt. Governor, and the Cabinet proposal to hike the MLA fund was yet another of Aam Aadmi Party’s hollow promises, with the Delhi Assembly elections knocking at the doors.

Shri Devender Yadav said that Aam Aadmi Party was floating a new proposal every day after realizing that Kejriwal has lost his credibility, and AAP will not return to power, with Congress pitched on a strong wicket to come to power in the Capital.

नई दिल्ली, 11 अक्टूबर, 2024- दिल्ली प्रदेश कांग्रेस कमेटी के अध्यक्ष श्री देवेन्द्र यादव ने कहा कि चौतरफा फेल होती आम आदमी पार्टी जनता को रिझाने के लिए अपने अंतिम चरण में जीवंत होने की हर संभव कोशिश कर रही है। जहां इनके विधायक वार्षिक 10 करोड़ को खर्च करने में असमर्थ रहे, उस पर विधायक फंड को 15 करोड़ वार्षिक करना सीधा-सीधा भारी भ्रष्टाचार की ओर इशारा करता है। 31 अक्टूबर तक दिल्ली की सभी सड़के बनाने का दावा हाथ से फिसलता देख आतिशी ने यह फैसला लिया। कमीशन और भ्रष्टाचार को अंजाम देने की दृष्टि से विधायक नीधि बढ़ाने का निर्णय लिया है। श्री देवेन्द्र यादव ने कहा कि चुनाव हारने का डर आम आदमी पार्टी को सता रहा है इसलिए आतिशी बिना सोचे समझे जल्दबाज़ी में फ़ैसले ले रही हैं।

श्री देवेन्द्र यादव ने कहा कि जहां 2020 से अभी तक विधायकां को 15 करोड़ का फंड मिला है, जबकि अभी तक 40 करोड़ रुपये प्रति विधायक को मिलना चाहिए था। उन्होंने कहा कि सत्ता आखिरी समय के एक-दो महीने पहले जनता को गुमराह करने के लिए विधायक नीधि में बढ़ोत्तरी, लास्ट कनेक्टिविटी के लिए मौहल्ला बसें और गांवो के विकास के लिए नई योजनाओं को लाने के लिए मुख्यमंत्री आतिशी अंजाम दे रही है। उन्होंने कहा कि जब साढे चार वर्षों में आम आदमी पार्टी के विधायक 15 करोड़ खर्च नही कर पाए तो 3-4 महीनें में बचे हुए 40 करोड़ रुपये खर्च किस तरह करेंगे, क्या विधानसभा चुनाव लड़ने के लिए धन एकत्रित करने के लिए पूरा फंड कागजों में खर्च होने वाला है।

श्री देवेन्द्र यादव ने कहा कि भ्रष्टाचार, दिल्ली की जनता तक पहुॅचने में फेल, अरविन्द केजरीवाल, मनीष सिसोदिया, सत्येन्द्र जैन और संजय सिंह के शराब घोटाले के आरोप में जेल और अब मुख्यमंत्री निवास का मामला आम आदमी पार्टी के गले की फांस बन चुका है, जिससे बाहर निकलने के लिए मुख्यमंत्री आतिशी जनता को भ्रमित करने के लिए नए-नए हथकंडे अपना रही है। उन्होंने कहा कि पिछले 3 महीनों से मोहल्ला बसों का ढ़िढोरा पीटने बाद अभी तक यह सेवा शुरु नही हो सकी है और विधायक निधी को खर्च नही करने के कारण दिल्ली का विकास ही रुका पड़ा है। जनता कैसे आम आदमी पार्टी पर विश्वास करेगी?

श्री देवेन्द्र यादव ने कहा कि दिल्ली के गाँवों के लिए दिल्ली ग्राम विकास बोर्ड द्वारा शुरू की गई योजनाएं भी जुमला है क्योंकि 10 साल तक दिल्ली के गाँवो के विकास के काम के लिए क्या आम आदमी पार्टी की सरकार सोई हुई थी, जो चुनाव से पहले, ये योजनाओं की बात लोगों को लुभाने के लिए कर रही है।

श्री देवेन्द्र यादव ने कहा कि विधायक निधि में बढ़ोतरी करने से पहले पिछले दस सालों में दी गई विधायक निधि का इस्तेमाल कैसे किया गया यह एक जाँच का विषय है, यदि विधायकों ने इस राशि का इस्तेमाल सही तरीक़े से किया होता तो मानसून की बारिश से इतना जल भराव नहीं होता जिसके कारण 40 से ज़्यादा लोगो को अपनी जान नहीं गवानी पड़ी।
