NEW DELHI, August 17, 2024—All India Congress Committee spokesperson Shri Alok Sharma said that the Aam Aadmi Party, which had promised honesty,  transparency and accountability in all its dealings before coming to power in Delhi 10 years ago, and had also promised to audit the accounts of DISCOMs (Power Distribution Companies), have forgotten all about its promises, which was evident from the fact that the Lt. Governor had to direct Delhi Assembly Speaker Ram Niwas Goel to table the 11 CAG (Comptroller and Auditor General of India) reports pending with Delhi Finance Minister Atishi Marlena in the Delhi Assembly at the earliest, after his direction to Chief Minister Arvind Kejriwal had elicited no reply before he was arrested in connection with the scrapped liquor policy scam and sent to jail. He said that the CAG reports contain explosive findings regarding the misappropriation of the tax payers’ money, and the Kejriwal Government had been keeping these reports under wraps fearing a backlash if the CAG findings were made public.

Addressing a press conference along with Media Coordinator Shri Sidharth Rau at the DPCC office, Rajiv Bhawan here today, Shri Alok Sharma said that the Congress Government had created history in carrying out  development works during its 15-year rule, which included education, health, pollution control, transport, power and water, green cover etc., but  Kejrwwal, who came to power by hitching on the India Against Corruption bandwagon, has turned out to be the most corrupt, with the CM Kejriwal, Deputy CM Manish Sisodia and Minister Satyender Jain spending jail terms for corruption and money laundering cases.

Shri Alok Sharma said that the Kejriwal Government, which has been crying hoarse about the socalled “Delhi Model of Education” could establish mere 11 schools, despite having 67 vacant plots, and no college or university, while the Congress Government had established the iconic IP University, 11 colleges and several schools to revolutionise education in the national Capital. He said that Kejriwal had made many promises like building 500 schools, colleges and 20 universities, but these promises remained only on paper. He said that  even the renovation of some school buildings was mired in controversy for corruption. He wondered what had happened to Kejriwal’s promise of auditing the accounts of DISCOMs, and the water bottling plant setup by the Congress Government in Greater Kailash at a cost of several crores. He said that air pollution became so severe  that schools were closed to keep children indoors to save them from the toxic air outside.

Shri Alok Sharma said that the BJP was equally responsible for allowing the AAP Government to hide the CAG reports under its carpet, as neither its 7 MPs, nor its 8  MLAs forced the AAP Government to table the CAG reports in the Assembly, and hold a discussion on them  to expose the corruption of the Kejriwal Government. He said that it was ironic that Manish Sisodia, who spent 17 months behind bars in connection with the liquor scam, was now taking out a “padayatra” to interact with the people, but with which face he would meet the people was the big question.

नई दिल्ली, 17 अगस्त, 2024 – दिल्ली प्रदेश कांग्रेस कमेटी कार्यालय में आयोजित संवाददाता सम्मेलन को संबोधित करते अ0भा0क0कमेटी के प्रवक्ता श्री आलोक शर्मा ने कहा कि वर्षों पहले हुए दिल्ली सरकार के विभागों के सीएजी ऑडिट रिपोर्ट को विधानसभा पटल पर रखकर जनता के बीच लाने के लिए उपराज्यपाल ने मुख्यमंत्री को 6 महीने पहले पत्र लिखा और अब फिर विधानसभा अध्यक्ष को पत्र लिखा है कि वित्त मंत्री आतिशी सीएजी रिपोर्ट को विधानसभा के पटल पर रखकर सार्वजनिक करें। परंतु केजरीवाल सरकार की वित्त मंत्री आतिशी ने भ्रष्टाचार बाहर आने के डर वर्षों की कैग रिपोर्ट को दबाकर रखा हुआ है। दिल्ली कांग्रेस मांग करती है कि विधानसभा अध्यक्ष दिल्ली के विभागों की 11 सीएजी रिपोर्ट को विधानसभा पटल पर रखने और के लिए तुरंत विधानसभा सत्र बुलाए।  संवाददाता सम्मेलन में श्री सिद्धार्थ राव भी मौजूद थे।

इस अवसर पर आलोक शर्मा ने कहा कि दिल्ली सरकार के भ्रष्टाचार का खुलासा करने वाली वर्षों से लंबित पड़ी सीएजी रिपोर्ट को विधानसभा पटल तक न पहुॅचने में केजरीवाल सरकार उपराज्यपाल और भाजपा बराबर की जिम्मेदार है। उन्होंने कहा कि 3 बार से सातों सांसदों ने  संसद में, विधायकों ने विधानसभा में आज तक सीएजी रिपोर्ट को सामने लाने के लिए कोई सवाल नही उठाया, जबकि कांग्रेस पिछले 10 वर्षों से बिजली कम्पनियों सहित सरकार के कामकाज का ऑडिट कराने और उसे सार्वजनिक करने की मांग करती रही है। उन्होंने कहा कि दिल्ली सरकार के वित्त का पूरा लेखा जोखा, कितना पैसा, किस मद में लगा, 2017-18 से 2021-22 तक अवधि की दिल्ली में शराब के विनियमन और आपूर्ति, दिल्ली जल बोर्ड, प्रदूषण नियंत्रण पर खर्चा, सार्वजनिक उपक्रमों जैसे आशा वर्कर, आशा किरण, मिड डे मील, जरुरतमंद बच्चों के लिए खर्च में हुए भ्रष्टाचार, स्वास्थ्य, शिक्षा की रिपोर्ट को भ्रष्टाचार बाहर आने के डर से आतिशी ने केजरीवाल के परामर्श पर ताले में बंद कर रखा है। आम आदमी पार्टी ने 2013-14 में किए गए वादों के विपरित काम किए है।

 शर्मा ने कहा कि 2013 में भ्रम की स्थिति पैदा करके आम आदमी पार्टी ने भ्रष्टाचार मुक्त प्रशासन, शासन में पारदर्शिता, डिस्कॉम, बिजली कंपनियों के ऑडिट कराने आदि का वादा करके दिल्ली में सरकार बनाई परंतु पिछले 11 वर्षों के शासन में पूरा मंत्रीमंडल जेल के अंदर जा चुका है जो नहीं गया है उनका नाम भ्रष्टाचारियों की सूची में है। 11 वर्षों में किया गया कोई भी वादा पूरी तरह पूरा नही नही किया। उन्होंने कहा कि अरविंद केजरीवाल अन्ना हजारे के कंधों पर कमान रखकर कांग्रेस की सरकार पर तंज कसकर दिल्ली की सत्ता में आएं उस शीला दीक्षित सरकार ने 15 वर्षों के शासन में विकास का इतिहास रचकर दिल्ली की कायापलट की थी। मेट्रो, फ्लाईओवर, हरित क्रांति, पानी, बिजली,  शिक्षा, स्वास्थ्य, पर्यावरण, प्रदूषण नियंत्रण, रिहायश के लिए प्लॉट, फ्लैट बनाकर आदि के क्षेत्र क्रांतिकारी बदलाव किए थे। जहां शिक्षा के क्षेत्र में बढ़ोतरी के लिए स्कूल, कॉलेज, विश्वविद्यालय बनाएं वहीं स्वास्थ्य क्षेत्र में दिल्ली को लोगों के इलाज व स्वास्थ्य सुरक्षा के लिए डिस्पेंसरियां, अस्पताल व सुपर स्पेशिलिटी अस्पताल भी बनाऐ।

श्री आलोक शर्मा ने कहा कि केजरीवाल सरकार, जो तथाकथित “शिक्षा के दिल्ली मॉडल“ का रोना रो रही है। कांग्रेस ने स्कूल, कॉलेजों के लिए 67 खाली भूखंड दिए थे जिनमें कोई कॉलेज या विश्वविद्यालय नहीं खोला 11 वर्षों में सिर्फ 11 स्कूल ही बना सकी, जबकि कांग्रेस सरकार ने शिक्षा में क्रांति लाने के लिए विश्वविद्यालय, 11 कॉलेज, प्रतिष्ठित आईपी यूनिवर्सिटी की स्थापना की और सैंकड़ो स्कूल खोले। उन्होंने कहा कि केजरीवाल ने 500 स्कूल, कॉलेज और 20 यूनिवर्सिटी बनाने जैसे कई वादे किए थे, जो कागजों पर ही रह गए। उन्होंने कहा कि कुछ स्कूल भवनों का नवीनीकरण भी भ्रष्टाचार के कारण विवादों में घिर गया था।

श्री आलोक शर्मा ने कहा कि यह विडंबना है कि शराब घोटाले में 17 महीने जेल में बिताने वाले मनीष सिसोदिया अब लोगों से संवाद करने के लिए पदयात्रा निकाल रहे हैं। उन्होंने कहा कि झूठ बोल कर दिल्ली को ठगने वाली आम आदमी पार्टी ने 11 वर्षों में दिल्ली की हालत खस्ता हो चुकी है। बदहाल स्वास्थ्य, शिक्षा, जल भराव व नालों में डूबकर मरते लोग, ट्रैफिक जाम के प्रति आम आदमी पार्टी की कोई जवाबदेही नहीं है। उन्होंने कहा कि विधानसभा के पटल पर सीएजी रिपोर्ट रखकर नौटंकी नहीं होनी चाहिए क्योंकि पिछले 10 वर्षों में सवैंधानिक पद कठपुतली की भूमिका निभा रहे है, फिर चाहे उसमें दिल्ली विधानसभा के अध्यक्ष हो या लोकसभा, राज्यसभा अध्यक्ष
