NEW DELHI, June 11, 2025—Delhi Pradesh Congress Committee president Shri Devender Yadav said that it was undemocratic on the part of the BJP Government to approve the Delhi School Education (Transparency in Fixation and Regulation of Fees) Ordinance, 2025 without taking the suggestions of the stake holders, by neglecting the voice of lakhs of students and their parents, who have been protesting against the arbitrary fee hike by private schools for the past many months. He said that the promulgation of the Ordinance seems to be the result of the collusion between the private schools and the Rekha Gupta Government, which allows private schools constructed on Government lands to make arbitrary fee hikes without the approval of the Directorate of Education (DoE), which had hitherto protected the interest of the students. He said that the Rekha Gupta Government’s Ordinance on education was akin to the passage of the three black farm laws which the Modi Government passed in Parliament without discussing the issue with the stakeholders like farmers, which the Modi Government had to roll back due to persistent protest by the farmers and the Opposition. He said that the Delhi Schools Fee Ordinance will only increase corruption in the Education Department.
Shri Devender Yadav said that the Government’s argument that the Ordinance was in the interest of the students was a false claim as with the approval of the Ordinance, private schools are now free to hike fees without prior approval nor the schools need to do audit of the schools, which will encourage the blatant commercialization of education.
Shri Devender Yadav said that it was mandatory to constitute the School Fees Regulation Committee with five members each from the schools and the parents, which looks balanced on paper, but in reality it weighs heavily in favour of the private schools management due its financial clout and influence. He said that the schools will have an upper hand in decision-making with the parents standing on a weak wicket as the representatives of the parents will be decided through draw of lots.
Shri Devender Yadav said that there was also the possibility of partiality in the constitution of ‘District Committees’ to find solutions to controversial issues, which will be headed by District Education Director and consisting of Zonal Assistant Director, two school representatives nominated by the District Education Officer, and two parents’ representatives, who will also be nominated by DoEs. He said that when schools and the Government have the upper hand in constituting such committees, where was the question of impartiality?
Shri Devender Yadav said that the Ordinance, instead of being transparent and protecting the interest of the parents and students, was now tilted heavily in favour of the private schools, to give them a free hand to make arbitrary fee hikes by keeping the parents and students in the dark with the BJP leaders foisting their own will to politicize the matter.
Shri Devender Yadav said that it was surprising that on the one hand the Government talks about 1677 private schools, but in reality, data shows that the number of private schools at around 5,400 as the Government seems to be hiding the real data to skirt its own responsibility. He said that if the Rekha Gupta Government was concerned about the future of students and their parents who struggle to give their wards good education, the Government should not have approved this opaque Ordinance which will cause more harm to the students than help them, and help the schools to commercialize education by fleecing the gullible parents.

नई दिल्ली, 11 जून, 2025 – दिल्ली प्रदेश कांग्रेस कमेटी के अध्यक्ष श्री देवेन्द्र यादव ने कहा कि दिल्ली में झुलसाने वाली भीष्ण गर्मी ने पिछले सभी रिकॉर्ड तोड़ दिए है और जहां सड़कों, सार्वजनिक स्थलों, बस स्टॉपों, बाजारों में दिल्लीवालों को अपनी अजीविका चलाने के लिए हीट वेव से जूझना पड़ रहा है, जबकि दिल्ली की मुख्यमंत्री रेखा गुप्ता ने अप्रैल के मध्यांतर में हीटवेव से बचाने के लिए जो व्यापक योजना की घोषणा की थी, शायद भाजपा सरकार उसको भूल चुकी है और यह योजना भी भाजपा के 100 दिन के कार्यकाल में की गई खोखली घोषणाआें को प्रदर्शित करती है। भाजपा की ट्रिपल इंजन सरकार भ्रमित करने की कार्यशैली के कारण पिछली घोषणाओं को भूल कर दिल्ली की जनता की अनदेखी कर रही है। दिल्ली की मुख्यमंत्री को दिल्लीवालों की परेशानियों से कोई सरोकार ही नही है।
श्री देवेन्द्र यादव ने कहा कि रेखा गुप्ता सरकार ने हीटवेव से दिल्लीवालों को राहत देने के लिए जिस व्यापक योजना की घोषणा की थी उसमें 3000 वाटर कूलर, सार्वजनिक स्थानों पर शीतल केन्द्र, बस स्टॉपों पर शीतल जल का इंतजाम, फुटपाथों पर छायादार संरचनाएं और हरित छतें आदि बनाने का प्रस्ताव रखा गया था और बड़े अस्पतालों में भीष्ण गर्मी से प्रभावित लोगों के उपचार के लिए हीटवेव वार्ड बनाने की घोषणा की थी। परंतु दिल्ली कांग्रेस द्वारा दौरा करने पर उजागर हो चुका है भाजपा सरकार का हीटवेव से निपटने का कोई इंतजाम नही है।
श्री देवेन्द्र यादव ने कहा कि यह अत्यंत चिंताजनक है कि दिल्ली केबिनेट में विस्तृत चर्चा करने के बाद मुख्यमंत्री रेखा गुप्ता ने हीटवेव से निपटने की व्यापक योजना की घोषणा की थी, जिसका इस समय झुलसाने वाली गर्मी पड़ने के वक्त जमीनी स्तर पर अता पता नही है। उन्होंने कहा कि जुमले छोड़ना और झूठी योजनाओं का प्रचार करना भाजपा की कार्यशैली का हिस्सा है। उन्होंने कहा कि जब सड़कों, फुटपाथों पर चलते गरीब मजबूर मजदूर, बस स्टॉप पर इंतजार करते लोग गर्मी को झेल रहे है, भाजपा की हीटवेव से निपटने की योजना नदारद है।
श्री देवेन्द्र यादव ने कहा कि 3000 वाटर कूलर, रास्तों पर कूलिंग शैल्टर, फुटपाथों पर शेडिंग स्ट्रक्चर, ग्रीन छत जैसी सुविधाओं का दिल्लीवाले इंतजार कर रहे है, परंतु सरकार इसकी घोषणा करके चुप्पी साधकर बैठ गई है। भाजपा सरकार के लिए दिल्ली की जनता की जान की कीमत सिर्फ कागजों तक सीमित है, वास्तविक परेशानियों को खत्म करने में पूरी नाकाम साबित हुई है।
