NEW DELHI: – The entire government system is corrupt and the Chief Minister is determined to build a school costing 10 crores for the children begging on the footpath in the metropolis of Delhi – if this is not funny, then what is to be understood? Children coming out of Delhi’s MCD school are not getting enrollment in Sarvodaya Vidyalaya. The school system asks a poor laborer to get the documents made from the Educate office of his area, he should go to earn for the children by doing labor or push to teach the children? Tell the Chief Minister, what should that poor laborer do?
Chief Minister Shri Arvind Kejriwal reinforced his commitment to the country while addressing the Delhi Vidhan Sabha during the discussion of the ‘Rozgaar Budget’. The CM said that this nation is paramount to him and he will persist till his last breath to empower and uplift the country. He also talked about  how AAP’s ideology has three pillars of Staunch Deshbhakti, Commitment to Honesty, and Humanity. He further stated — We believe in humanity and love for the country, which is why we are spending 10 crores to build a state of the art boarding school for homeless children. We made medical treatments free in Delhi Government’s hospitals; people of Delhi don’t have to sell everything they have to get treatment now. Doorstep Delivery of Ration can eliminate ration theft entirely; regret that I am not being allowed to implement the scheme despite becoming the Chief Minister. Pleaded in front of everyone I could to implement the ‘Ghar-Ghar Ration Yojna’ but these people did let me do it. God is on our side, he has given us a chance to implement the scheme in Punjab; no one can stop us there. First time in the history of independent India that a government has had the courage to present a ‘Rozgaar Budget’. Youth all over India is very happy with our employment centric budget; they’re happy to see governments that talk about jobs. AAP’s government in Punjab regularised 35,000 employees and announced 25,000 new government jobs. AAP’s government in Delhi has announced the generation of 20 lac jobs in 5 years through its budget. AAP’s work initiates country-wide conversation on governance; like governments copied our schools, Mohalla Clinics & free electricity, they will be compelled to create jobs too. For 75 years, people of this country were stopped from treading the path of progress. First time in 75 years that a party has formed governments that talk about public welfare. AAP has grown as a hope; the whole country believes we can bring change that these leaders failed to in 75 years. Indian politicians did not even spare defence forces; one party committed the Bofors Scam, the other Rafale Scam; the public is furious seeing this. Firmly believe that corruption should be declared treason; whoever commits corruption be declared anti-national. We are committed to honesty; if someone from AAP makes this blunder, I will make sure they get punished twice as harshly than the rest. Won’t play politics when it comes to this nation; every drop of our blood will protect our country. Seeing the tremendous results of Punjab, the whole country believes that the wave of change and honest politics is set to take over.
Chief Minister Shri Arvind Kejriwal said, “The budget presented in this assembly is no ordinary document. It is a historic step towards transforming this country. Not one government in the history of independent India, be it in the Centre or a state, has had the courage to present a Rozgaar Budget. This problem is not new. It has prevailed ever since independence. But employment is an issue that has always been limited to election campaign promises and speeches and has never been talked of later. This is the first time that a government has actually taken a resolve to deliver and empower its youth through employment. Some days back, an honest government was voted to power. AAP formed its government and among its first announced creation of 25,000 government jobs and regularisation of 35,000 employees. Back here in Delhi, we’ve committed ourselves to provide 20 lac jobs in the next 5 years. This was no poll promise, but it is important to realise that no party even dares to make this statement during election campaigning as well. Not even in UP or Bihar do parties promise this despite the populations they have. We have formulated an elaborate plan to ensure that this announcement converts into reality very soon. The youth is so happy with this announcement not just in Delhi but across India. This is because of how we lead by example. We made Mohalla Clinics, it started a conversation on primary healthcare and many state governments copied our model of Mohalla Clinics. We transformed schools, it started a conversation about public education. We provide free electricity and the whole country saw it change the political landscape. Despite the abuses hurled at us, all parties copy us and offer at least some amount of free electricity. Now that we’re talking of employment, the youth has hope that the same kind of effect will fall in line.
He added, “This budget gives the whole country a hope that change is possible if you have the will to do so. Why do we take up such tasks no one else does? A lot of people want to understand what our ideology is, specifically how we are committed to these facets of the society. The Aam Aadmi Party has three pillars on which its ideology stands — Kattar Deshbhakti (staunch patriotism); Kattar Imaandaari (staunch honesty); and Isaaniyat (humanity). When we wait at the Red Light, we see helpless children begging. They plead in front of everyone. It has been going on for decades but no government even attempted to take up a reform. They took barbaric measures instead. For example, some governments introduced Anti-Begging Acts. They’d pick such persons up and lock them in jails or care homes. Why? Because they lacked humanity. These people were treated so badly that they ran away from these centres. Just think of those kids who perform cartwheels and similar stunts on the roads. Can’t we train and upskill them into Olympic gymnasts? All they need is care and supervision. I assure this assembly that we will build the best possible facility for these children. The kind of boarding school we build would be much much better than those elite private ones. We will ensure these kids get justice and dignity. They will be in 24×7 care of experts who help them evolve psychologically and emotionally.”
The CM continued, “I used to work for the income tax department. There was this passion in me to serve the greater good of the country. I gave up on my job. I went to Sunder Nagari slums and started working for the people back there. Our minister Shri Rajendra Pal Gautam happens to be the MLA of the area. I stayed in the slums. I rented out a shanty to be there for them at all times. I used to see only children of the poorest daily wagers going to government schools. I saw the dilapidated state of government schools there myself. It was no wonder those parents pulled these children out of the schools and pushed them into work. I had no idea that there’d be a day I’d get to transform these schools. I thank God for having his grace on us, for believing that we can change the state of these schools if given a chance to. Everyone here has seen how across the country people are forced to sell all they own to arrange medical treatment for their fathers. I used to take the slum dwellers to GTB Hospital and everytime I went I only returned with shock and disgust. The hospital never had any medicines or working machines but right outside the hospital there’d be rows and rows of shops ready to sell the same. It is only a miracle of God that we ended up getting the charge of reforming that very hospital and all others in Delhi too. It is because of AAP’s ideology that every citizen of Delhi can get world-class treatment for free in our hospitals, Mohalla Clinics and Polyclinics. It is because of this ideology that the poor are not forced to struggle for treatment.”
He stated, “In those slums we’d see ration theft being rampant. We used to work on RTIs a lot. We’d put up queries in hope of getting answers to our problems. The records we’d get in RTIs would show that ration was being given against fake records. There’d be fake thumbprints. People who didn’t even go to the ration shop would have it recorded against their name. This brought us to the solution of Doorstep Delivery of Ration. I won’t lie, I became the CM but there’s a regret that I have. I haven’t been allowed to implement this scheme. For the last four years I have pleaded in front of the Centre but they refuse to allow it. Our shoes have worn off making rounds of their offices to get this done but they have their own vested interests. But then, God has been very kind. If there were roadblocks on one path, he opened another for us. We’ve implemented the scheme in Punjab. CM Sardar Bhagwant Mann announced the scheme and they certainly can’t stop him there. The Centre has only put roadblocks in our way. They held up the Mohalla Clinic project for two years. Then they stopped the CCTV project. This dragged us to the extent of protesting inside the LG house to get the file cleared.”
Shri Kejriwal further said, “The system of our country has remained stagnant for 75 years. Governments have only cared about stopping the growth of the public, hindering their empowerment. AAP governments are the first in our history that give the people the freedom to spread their wings and fly high towards progress. We are here to change the system. We all know how a fire ignites within the public the moment they hear of corruption in public offices. The public however has no power to act against these politicians. All of these politicians have looted the country for seventy five long years. There are two parties who have largely ruled this country. One known by CWG Scam, 2G Scam, Coal & Spectrum Scam. The other has Rafale, Sahara-Birla, Coffin Scam, Vyapam, GSPC, Vijay Mallya, Lalit Modi, Panama Papers and so on. These two did not even spare the defence forces. They committed the Bofors Scam, these people committed the Rafale Scam. The people of this country get furious as they witness these scams unravel and the leaders get clean chits at the same time. Why has no leader been arrested in all these years? I believe corruption should be declared an anti-national act, an act of treason against the country. Anyone who dares to indulge in corruption should be given the title of a traitor. They instituted one Shunglu Commission to examine the alleged corruption under our government. 400 files were sent to this committee, which were closely inspected by three senior IAS officers, and not a single case of bribery or corruption was found. Then they ordered a CBI raid at my residence, at my office, at other ministers’ residences and offices, yet again to find nothing indicating corruption. They entered my bedroom, expecting at least some account there and again came up empty handed. We are committed to honesty. And I have already declared that the day someone from within our party is caught red handed, they will be given double the punishment than any regular corrupt politician.”
He added, “For us, the nation is paramount. Recently, our Punjab CM met with PM Modi in which the CM told the PM that for the Punjab Government, being a border state, the security of the nation is of utmost priority to the AAP. He assured him that whenever a concern on the border arises, he being the chief of the Punjab Government and his whole team along with Arvind Kejriwal, the chief of AAP, will stand shoulder to shoulder with the Centre. There is no room for politics in this party when it comes to the nation. We have pledged each drop of our blood for this nation and we’ll protect its pride till our last breath. With our rise, a hope has emerged in the country. A hope that change is possible. That governance and politics of free education, free healthcare, free electricity & water is possible. Ever since we won in Punjab, the whole country is sensing the shift towards honest politics. Not just the Aam Aadmi Party but the Aam Aadmi of this country is rising with will, confidence and power. This budget is a testament to this fact and I wholeheartedly support it.” 
Addressing the members at Delhi Legislative Assembly on Tuesday, Deputy Chief Minister Shri Manish Sisodia who holds the finance portfolio, said, “when we started making the budget for the financial year 2022-23 and asked the Chief Minister what should be our priority this year, he suggested that we better ask the public about this. For the past two years residents of Delhi have gone through a lot due to COVID and they know better solutions to the problems. Hence suggestions were sought from the residents of Delhi. The government received 6500 suggestions on the various sectors including industries, employment, health, education, women safety, market rejuvenation and the like. These suggestions by the residents of Delhi were all realistic solutions to the problems people are facing in the post COVID era.”
Dy CM Shri Manish Sisodia concluded, “The public of Delhi gave realistic solutions and the Delhi government adopted them in the budget. In this budget we have spoken about creating 20 lakh new jobs in the next 5 years and everyone knows that CM Shri Arvind Kejriwal delivers on what he commits. For the past 7 years, BJP has tried by all means to stop the Kejriwal Government, but till now it has not been able to stop our ideas, our thoughts and they will not be able to in the future too.”
