NEW DELHI, May 16, 2025—Delhi Pradesh Congress Committee president Shri Devender Yadav said that Delhi Chief Minister Rekha Gupta’s decision to form a Traders’ Welfare Board to safeguard the interests and welfare of the city’s business community should not remain on paper, as has been the trend with  most of the decisions of the BJP Government so far, but work to help the distressed traders. He said that  firstly, the Government should de-seal the thousands of shops sealed by the Delhi Government and the Municipal Corporation of Delhi on petty grounds, which had wrecked the lives of  lakhs of families.

Shri Devender Yadav said that presently, small and medium traders in most markets do not get enough footfalls  even to cover the   rents for their shops, and the Government should create a favourable business environment in the markets to enable business to flourish.

Shri Devender Yadav said that when BJP was in power in the MCD for 15 years, it sealed nearly 2000 shops in prominent markets   and how would the traders trust a  BJP Government to work for their welfare now? He suggested that the Traders Welfare Board should have representatives from all political parties’ traders’ wings  to get different shades of opinion for the larger interest of the business community, and the board should be vested with some powers to take decisions, and not render it as a  toothless body.

Shri Devender Yadav said that  after BJP came to power at the Centre, it hit the small and medium traders hard as the Modi Government’s decision to demonetize Rs 500 and Rs 1000 notes on November 8, 2016 drove them out of business, though they were  one of the biggest job providers in the country. He said that the wrong implementation of GST (Goods and Services Tax) also gravely impacted  the traders and they would, therefore, accept the Rekha Gupta Government’s decision to form a Traders’ Welfare Board with skepticism. He said that the BJP remembers the small and medium traders only during election time to get their votes and funds, as the BJP Government’s core agenda has always been to work for the interest of its chosen few rich friends, and not for the common people. He said that the Traders’ Welfare Board should not turn out to be a destructive body for the traders.

Shri Devender Yadav said that the Kejriwal Government had also looted the traders with false promises as nothing was done to help them for over 11 years, except harassing them in many different ways. He said that with the Central and Delhi Governments not filling the posts of lakhs of jobs in various Government departments, small businesses provided jobs to the unemployed youth, particularly after the Covid-19 pandemic lockdowns, but the governments in power did not help them in any manner.

Shri Devender Yadav said that the Rekha Gupta government should first improve the condition of the traders and facilitate their revival before making big talks like holding an “Investors’ Summit” in 2026. He said that so far,  such summits in other BJP ruled States in the country had only got big promises and not actual investments, at considerable expense  to the exchequer to the tune of thousands of crores.

नई दिल्ली, 16 मई, 2025 – दिल्ली प्रदेश कांग्रेस कमेटी के अध्यक्ष श्री देवेन्द्र यादव ने कहा कि दिल्ली की भाजपा सरकार की अन्य घोषणाओं की तरह व्यापारियों के हितों की रक्षा के लिए घोषित किया गया ट्रेड वेलफेयर बोर्ड भी कागजों में सिमट कर न रह जाए। उन्होंने कहा कि सबसे पहले दिल्ली सरकार और दिल्ली नगर निगम को उन सभी हजारों दुकानों और व्यापारिक संस्थानों को डी-सील किया जाए क्योंकि इनके बंद होने के कारण लाखों लोगों की जीविका प्रभावित हुई है।

श्री देवेन्द्र यादव ने कहा कि दिल्ली में छोटे व्यापारियों और दुकानदारों का व्यापार लम्बे समय से ठप पड़ा है और हालात यह है कि दुकानदारों के पास दुकान का किराया और अपने कर्मचारियों को वेतन देने के लिए मुश्किलों का सामना करना पड़ रहा है। उन्होंने कहा कि ट्रेड वेलफेयर बोर्ड व्यापारियों के लिए कहीं विनाशकारी न बन जाए।

श्री देवेन्द्र यादव ने कहा कि यह वही भाजपा है कि जो एक तरफ तो ट्रेड वेलफेयर बोर्ड स्थापित करने की बात करती है और दूसरी तरफ जब भाजपा 15 वर्ष दिल्ली नगर निगम में थी, उस समय दिल्ली के विभिन्न क्षेत्रों में उन्हांने 2000 से अधिक दुकानों को सील किया था, ऐसे में व्यापारी भाजपा सरकार पर अपने हितों को लेकर कैसे विश्वास कर सकते हैं। उन्होंने सुझाव दिया कि ट्रेड वेलफेयर बोर्ड में विभिन्न राजनीतिक दलों के व्यापारिक संगठनों के प्रतिनिधियों को रखा जाए ताकि दिल्ली में व्यापारी वर्ग के हितों के लिए कार्य हो सके और किसी की अनदेखी न हो। उन्होंने कहा कि बोर्ड को निर्णय लेने अधिकार भी दिए जाए ताकि वह एक कमजोर और निष्क्रिय बोर्ड बनकर न रह जाए।

श्री देवेन्द्र यादव ने कहा कि जब भाजपा केन्द्र की सत्ता में आई थी, सबसे पहले छोटे और मझोले व्यापारियों पर कुठाराघात किया था क्योंकि 8 नवम्बर 2016 को नोटबंदी करके इनको तबाह कर दिया था जबकि यह संस्थान सबसे ज्यादा रोजगार का सृजन करते है। इसी प्रकार भाजपा की केन्द्र सरकार की गलत तरीके से जीएसटी को लागू करने की नीति ने व्यापारियों पर प्रहार किया था जिसके कारण उनके व्यापार में काफी गिरावट दर्ज हुई थी। ऐसे में भाजपा सरकार द्वारा बनाए जाने वाले ट्रेड वेलफेयर बोर्ड पर दिल्ली के व्यापारी कैसे विश्वास कर सकते हैं। उन्होंने कहा कि भाजपा छोटे और मझोले व्यापारियों को चुनाव के दौरान उनके वोट और फंड के लिए याद करती है जबकि भाजपा सरकारों का एजेंडा केवल कुछ चुनिंदा अमीर पूंजीपतियों को फायदा पहुॅचाने का रहा है।

श्री देवेन्द्र यादव ने कहा कि केजरीवाल सरकार ने भी व्यापारियों को झूठे वायदे करके लूटने का काम किया था क्योंकि 11 वर्षों के कार्यकाल में उनके कल्याण के काम करना तो दूर बल्कि उनको अलग-अलग तरीकों से परेशान किया था। उन्होंने कहा कि भाजपा की केन्द्र और दिल्ली सरकार के सरकारी विभागों में खाली पड़े पदां को न भरके आम आदमी पार्टी की सरकार की तरह युवाओं को बेरोजगारी की तरफ धकेलने का काम कर रही है।

श्री देवेन्द्र यादव ने कहा कि रेखा गुप्ता सरकार को 2026 में इन्वेस्टर समिट करने से पहले दिल्ली में व्यापारियों की स्थिति को सुधारे और जिनके व्यापार ठप हो गए है उनको पुर्नस्थापित करने की पहल करे क्योंकि भाजपा ने दूसरे राज्यों में करोड़ो रुपये बर्बाद करके जो इन्वेस्टर समिट आयोजित किए, वो पूरी तरह से असफल साबित हुए और भाजपा के खोखले वादों की भेट चढ़ गए।
